Isn't that Tunisia? I'm pretty sure plans for it were talked of a long time ago, though I'm not sure if it was on this thread. That being said this Tunisia could be an entirely different design.

The civs outlined in the map are the ones most likely to come out.

Srivijaya and the Sassanids require some vital assets, whereas Madagascar only has the map+icon, but that is where our energy will be focused next.

If I was awake at 4 in the morning, I would have guessed the Madagascar colab was with CL since they just released a Pridelands civ. It would only make sense to put out an Alex led Madagascar civ followed by the Tiana led Cajuns, then a Merida led Scotland, and finally an Elsa led Norway.
