Well you could drop the population stat, and then just have the economy drop when someone raises a huge army at once. Or a -1 eco point for next turn.

I will agree to allowing you to take some land of the river but seriously, I am not signing that so called treaty with you dividing my central gov't. You have no real claims to this land. I am putting down a compromise where you get to receive some more of the river. I am not going anyfurther. Either take the agreement I am putting out or there will be no border changes. I have united my people to make sure your imperialistic ways did not engulf us. I have taken up Bladism and I am allowing you some expansion in this. But I will not be toyed with. You are to respect these borders. I do not wish to start a war, but you sir are the one trying to take my land. here is my deal. Accept it and these will be the borders and we will be friends and open borders. Until that point you are not yet my ally. So now will you accept these or not, because I am not letting my land be absorbed anymore than this on the river. Otherwise on the Western borders I will be open to any slight changes there. Your deal is *almost* agreeable except for the little upsurge of land to the Far East. That is Swade territory, and is only there for boxing us in. And how are we disturbing you central government when your capital is 1000 miles away? You are obviously land-grabbing, and it will not be tolerated. We let you live because we see potential. Do not force us into action not good for either side.
