I see no reason to single out the Monarchy as the cause of the King's fatness. You could probably pinpoint the existence of the Monarchy as an event in the causal chain to becoming fat, sure. But then you have to ask why you are blaming this one obscure step over any of the other ones. You might as well be blaming the big bang, as that is the first step as far as we know. Taking a closer look you might want to imagine different sets of circumstances and see how things turned out for the King. If the King had a genetic disposition for being fat and he would have been fat had he been born in the modern day US as well, focusing on the Monarchy wouldn't make as much sense in that case either. You may want to think about access to food and his genetic disposition. Change his genetic disposition or access to food you solve the problem, remove the Monarchy, not necessarily. I'm somewhat skeptically you could make much progress doing this, but you could attempt to order the causal importance this way, and if you did you would most likely end up with him drinking and eating so much at the top of your list.
More importantly, the reason to blame the King for his own fatness is obvious, it produces the best outcome. Using his will he can change things in real time. There is strong evidence that suggest taking radical responsibility for your life results in significant improvement. Focusing on things outside of your control and blaming them for your current situation are unlikely to be helpful and may have very negative effects. If the King decided the best way to lose weight wasn't to start excising and stop eating and drinking so much, but instead to change systems of government, since it was the Monarchy after all that made him fat, most everyone would recognize his error. The Monarchy might be in the causal chain, but it isn't a necessary step. The King eating more calories than he burns is.
So pragmatically blame the individual, metaphysically, you either blame the world for being the way that it is or try to come up with some kind of hierarchy of causality based on some questionable metaphysically analysis. If you do the latter, coming up with Monarchy at the top of the hierarchy means you screwed up.

The question is, if he was born into a different system, would he still be fat, which I covered. If you don't see the problems with blaming the system of government for your weight problems, you aren't thinking about the issue very carefully. Feel free to lay out a positive case for why you would blame the Monarchy, as opposed to the entire list of more plausible and pragmatic suspects.
