One way to limit conquest is a rule like:
Each era we can only take cities from 3 civs - that spreads warfare out through the eras. Our choice of which ones. Republic does make sense as well. I think that leaves about 1/2 the civs untouched.

I'm trying to get a good start. I thought I had a good start, but the second city quality spot was to far away. Took way to many losses, 2nd city barely hanging on, and stuck with a clan that I can't support.
