Lunar Base?

Apparently NASA believes the moon may be rich in He-3, an essential fuel for 'clean' fusion reactors. I think an underground base would be the first step, since an underground base is protected from micrometeor impacts, and, to a greater degree than surface installations, radiation.

Iam thinking of continual human use == wrecked base in short time.
 
and then in 200 years when, the moon is real poor and imigrants are coming to earth , and we can deny them citizenship to earth.

They should use lunar material, rocks, stone as much as possible in the bases construction. It would probably be mostly underground.
