Capital: Cairo

Government System: Divine Constitutional Monarchy with a Representative Council leading legislation.

Main religion: Islam, with the majority of the population in Egypt being Shia, while most outside of Egypt in the union are classed as Sunni.

Other religions: of the 30% of the population that is not Muslim, 54% of them are Christians, 10% are Jewish, 12% are Atheist (78% of which are Jainists) and then 24% are other faiths.

Military divisions: four armies.

It was lost to the Neo-Polish-Lithuanian commonwealth after all of Europe was redividing after Napoleon was assassinated, which in turn fell shortly before this game starts, so Prussia doesn't own it yet, unless of course the game master (or some one else) revives it as an NPC or actual player.

also i'm just using paint.net, its completely free and its basically just an upgraded version of MS paint. think half way between MS paint and Photoshop
 
I will add Austria and the Sultanates later today. If Tyo wants different provinces, I will adjust according to his specifications, but I will run with T-E's map.

Oh, ok I thought it was ecause you didn't have a good photo editing tool, just FYI I based the territory off of what Austria controlled in Austria-Hungary.

I've been giving NPC's some thoughts, and here they are:

1. Each nation takes time to update. Too many NPC's would overwhelm me and I would be much less inclined to try and get some work done. So I would either have a few "lifelike" NPC's, or a bunch with diminished ability diplomatically/militarily (i.e. city states). Or perhaps a mixture of the two.
Therefore, I was thinking I would do this as of now:
1. Empire of Brazil: Full NPC
2. Empire of South Africa- After Napoleon conquered England, many fled to the burgeoning region of South Africa (remember, only up to 1800 is canon). Full NPC
3. Empire of Japan- Japan used the chaos of Europe to expand onto the mainland. Full NPC
4. Iberia- Portugal's monarchy may have moved to Brazil, but Spain stayed in place. They now grasp much of the Iberian Peninsula- Full NPC
5. Minor NPC's/City States- these will not expand or act militarily unless prompted by allies, and have a fixed income/military until invaded:
-Fragment France (a few of these, i.e. Normandy, Burgundy, Aquitaine, Brittany, Savoy)
-Poland
-Hungary
-Russia
-Mexico
-Morocco
-Kongo
-Mongolia
-Papal States
-Switzerland
-Persia

What do you think? These will not necessarily all be 30 provinces by any means; some of the french ones may only have 10 or so, and Brazil may have 40. This does not necessarily reflect on their military or economic ability.

And how would you like diplomacy with these "city state" guys? Is peaceful annexation/the purchase and sale of land a good idea?
 
I think that these ideas are great and i think that they will be fun to have diplomacy with, i do like peaceful annexation/purchase and sale of land, but also include vassalization/protectorates for the "city states", however The Prussian Empire will have a few words to say to the Polish, and by words i mean guns and by say and to i mean shoot at :P.

Well, the point of leaving Africa uncrowded was so there would be colonization like IRL. Then there would be skirmishes over that land.

I suppose I could clear out a few European countries, i.e. Burgundy, Switzerland, Brittania, Savoy.

well, i just filled in brazil, its only 24 spaces, so i dont think we need to worry about it being more than any one else. I still like the Kingdom of Hawaii, but it needs to be bigger so how about an empire that controls many islands in the Pacific.

My thoughts were they could have more land, but I would just lower their population cap per province by 20 or 30, thus effectively lowering their ability. Also, they would have a military cap which they would not pass even if they could.

My thoughts on interaction with NPC's:
1. They will form agreements like any other nation, except their decision is based on how similar your demographics/governments are (this is why I asked for them initially; for NPC's).
2. Gifts raise your reputation with a non-major NPC (from now on NMNPC) as well as NPC's. Gold and armies and ships and territories all count, in varying degrees of effectiveness (this goes for both types of NPC's).
3. I will holistically determine how effective the gift was (I will be fair, round up, whatever you may call it).
4. If they like you, they will allow alliances and defensive pacts.
5. If you are allied and your military is larger than theirs, for 5*# of provinces you can vassalize them. This gives you 40% of their income and a one-time boost of 20 prestige.
6. If your military is twice as large as theirs and it has been at least 2 turns, you may pay 7*# of provinces to annex them, gaining 25 prestige and raising revolt risk by 1*# of provinces.
7. If they are your vassal, you may buy land at a cost of 12 gold per province.

Does this work? Should I update the ruleset? Anything to add/change?

Papal States should be the fullest of the full NPCs. The value of a good solid Papal States on any NPC is huge. Check out the I&B thread to see some good Papal States role playing.
