Man's Work: mod release

So I tried the mod and it seems you are screwed if you spawn on and island with no iron or coal. All naval units, even the ferryboat require iron or coal. The fact that you can't even build caravels, frigates or galleons to make up for this puts you at a catastrophic disadvantage.

Another issue I noticed is that because many strategic/luxury resources have a zero appearance ratio they will spawn at the highest possible ratio so you could have 40 ivories on the largest map and most of them will be clustered together which is an engine fault but the fact that one civilization can spawn with 10 Ivories at the start makes them almost unstoppable.
