I voted Cordoba.

Kassite has manageable production now, and it would only make sense to specialize Cordoba for Production with insurance for Kassite.

With my vote we are now six for Cordoba to none against.

For getting a credible Western Naval Port, I think Cordoba needs it. And newer ships will cost more hammers.
