Sorry! It should be that 85 merges with 86 (South Atlantic) - looks like I didn't zoom in enough! 88 is correct as Southern Equatorial Current.

so what's left to reshape/split/merge/rename ?

We have ~15 indexes number left and a few big territories.

If we still have some indexes left after that, we'll be able to finely reshape some Ocean/Seas.

Territories 114 (58 tiles) and 148 (59 tiles) are a bit above average, but still fine.

122 is a bit too big (69 tiles) and 189 is even a bit bigger (75 tiles)

Maybe enough space for 1 territory between 122/189 or between 189/223.

Territory 155 (and the 2 islands) will be removed.

225 (84 tiles) and 154 (105 tiles) are too big.

192 is also big (79 tiles), but like Taklamakan (77 tiles) or Gobi (70 tiles) its not fertile.

For East China, territory 164 (82 tiles) is too large IMO.

Manchuria is a bit large (71 tiles) but not too much.

Japan main island with 63 tiles (34 for South and 29 for North) may allow us to place 3 territories if it helps naming, same scale as the Greece area, + 13 tiles for Hokkaido/Sakhalin

Territories can be completely reworked if needed for naming, and I'm not against upscaling one island (up to 3-4 tiles) per group in a territory to make them more interesting than just for nuclear weapons testing.

A lot more guesswork on this one, but here goes my attempt at Russia. Somehow no net gain in provinces, but we'll probably need to split 206.

Carelia could also change to Novgorod (Novogardia) if one was inclined since it's grown a bit southwards.

I've also just realized I made 114 bigger than it was somehow - could give its southernmost row of tiles (or two) to Moscovia.

And Japan and China suggestions:

I think this is a net increase of 3 (Inner Mongolia, Central Japan, and Jiangnan/Pearl River), however this could be partially offset with the merge of the Bonin/Ogasawara Islands with Central Japan (technically these are managed by Tokyo, but the map doesn't line up correctly here). They're pretty sparsely populated today anyway. There's no Latin name for them apparently either.

NOTES:
Central Japan/Iaponia Centrales could also be called Japanese Alps/Alpes Iaponae (or Iaponicae); however, I couldn't find good non-geographic names for the other regions (since they're like 2+ regions combined) and it seemed weird to have Southern Japan, Japanese Alps, and Eastern Japan instead of just Southern/Central/Eastern. (Could also do Northern instead of Eastern Japan to promote better symmetry - that would be Iaponia Boreales).

Apparently the Latin name for Manchuria is Mandschuria, but I'd recommend just keeping Manchuria as is.

The western borders of Zhongyuan and Inner Mongolia are sort of guesses here - they'd probably change depending on what happened with the regions further west.

81 = I'd go just with "South Atlantic" if it includes the Antarctic as well, since it's a collection of several islands and a piece of the south pole (instead of just Falkland/Malvinas).
 
I'd also say that removing the tip of Antartica that's in there could also be a solution. It doesn't actually extend that far north in real life.
 
Russian Far East done - hopefully I didn't go too overboard with the new provinces (I think South America might need some still)!

Made some minor adjustments to the Manchurian border.
The geography around the Kazakhstan/Mongolia border (very southern tip of Tomsk territory is a bit awkward/difficult to parse, but I did the best I could there.
I originally had Primorsky as part of Amur but it felt too big/long - but also could be merged again potentially (there are a lot of mountain tiles taking up room I suppose). Also the southern tip is currently inaccessible - might need to turn that southernmost mountain in Primorsky to a hill potentially.

Also, Gedemon - when you get a chance, could you get a snapshot of Central Asia (i.e. the Stans, Tibet, Western China)?

EDIT: Also, Province #85 would be Drake Passage/Fretum Drakeanum

Feel free to propose modifications, I work directly in the editor, I don't need to do an export/import conversion into a Lua script after each terrain change like in YnAMP time...
 
A tough one, but Central Asia is done now - lots of approximations here (and possibly too many territories).

NOTES:
Renamed the Central Plains province in China since it moved a bit farther west than the plains do, so now it's just named after the Yellow River (Flumen Flavum).
There doesn't appear to be a good Latin name for Qinghai/Amdo region, but the lake itself is known as Kukunor in (New) Latin.
Offered up a suggestion for a Persia split again since it was looking a bit large.
The most accurate name for the Parthia province is probably Khorasan, but there's not a Latin name for that I can find so I just kept it as Parthia.
Slight tweak to the Mongolia/Kazakhstan border area.
Heptapotamia is technically really only the region around Lake Balkhash (Semirechye), but I put it there as an idea just in case.

If this is too many provinces, merging Gobi and Dzungaria would probably be my first suggestion. (I already had to fight the urge to not split off a Punjab province from Indus!)

I'll probably take a look at the Pacific region next - it'll be harder for me to suggest too many territories there I think!

And here's the South Pacific one - potentially no net change in territories, although there are two that could be added:
Split off the Society Islands (essentially French Polynesia) from Samoa
Add a Caroline Islands/(Federated States of) Micronesia territory north of Papua.

Also, I couldn't find a good name for the Samoa/Tonga/Niue/Tahiti cluster, so I just went with Samoa since it at one point controlled all of those islands

In terms of potential removals, the one that stands out to me is Wake Island - though strategic, it has no permanent population. It's also seems a bit out of place, so close to the expanded Hawaii. If you delete it, you can just expand the two ocean territories to take its tiles straight down the middle.

I did mark some places where islands could be added/moved/removed, and identified all the islands as best I could for the eventual city names!

Other assorted notes based on the pictures you provided:
Mascarene -> Insulae Mascarenae
Ircutia Cisbaicalia -> Ircutia OR Cisbaicalia (but not both)
Madagascar -> Madagascaria
I'd move the Seychelles to Mascarenae instead of being with Socotra
Sardegna -> Sardinia
Caledonia should that small island to its west from Hibernia
Korea -> Corea

Thought: add New Britain to Solomon Islands instead

While they are politically distinct, the Bismarcks and Solomons essentially continue each other, and extra land tiles in the Solomons are likely more useful thand in Papua.

Those'd be the Aleutians and Kodiak Island, so I'd say Insulae Aleutiae. If we're pressed for more territories, this cold probably be combined with Mare Beringianum without too much issue...

(also could probably extend the Alaskan peninsula one tile south)
