Russia declares war on china!
President Matthew Barabas: Russia is falling seriously behind Iberia, and must expand if we are to maintain competitive on the internationalist world. also we are sick and tired of the Russia VS china topics that keeping popping up.
Russia will destroy China in one bold move, annex it, and MAYBE release it as a vassal. (depending on revolt risk) use anything necessary.

While Singapore's nibbled a bit at the center of China and Russia has confiscated great deals of the northwest, China's ready to take whatever's left - 4 provinces to be exact.
China has 23 armies to Japan's 20, but a few new ones being raised brings Japan to 30 armies. China enjoys a morale bonus of +0.3.

Your weak economy - low Infra - has been a major cause, I imagine.

The Indian state doesn't have much to its name compared to the days of the Blackstone Dynasty, but it will try to get by. There are 8 provinces in revolt, and India can only hope to muster 8 armies against them.
After some quick debate, the Indian Maharajah raises 9 armies with his state's funds, pushing India towards deficit spending.

India petitions Germany to permanently transfer some of its forces to Indian usage, or barring that, grant a gift of gold to India, so it will not have to look towards acquiring money from rivals in the Austrian, Iberian, or Austronesian spheres of influence.
