The Iraqi Government, the representatives of the People of Iraq, would humbly request that all Iraqi refugees who have fled to Syria, Jordan, Egypt, Turkey, et cetera, return to their motherland. They will be subsidized and receive free housing and work in the new Construction Corps (paying 10,000 dinar a week). Any Iraqi who has fled to another nation may contact their closest Iraqi embassy to receive free transportation back into the country, where they will be relocated to an area where their labour is sufficiently needed.

The Construction Corps, once formed and organized, is to be directed towards the constructions of roads, bridges, the extension and maintenance of oil pipelines, and the paving of airports, roads, the construction of new oil refining facilities, et cetera.
 
But everybody knows that the real big oil fields are in Kuwait.
 
We have been working, ad progressing well towards finding a peaceful solution to the Palestine issue. Starting a war over it will only serve to further undermine our efforts to resolve this issue.

I don't see how construction goods, foodstuffs, blankets, and toys count as weapons.

In theory. In practice, "dual-use" has been used to justify disallowing foodstuffs (because food is a military need), construction equipment, and pretty much anything that can actually be dual-use.

There shouldn't be any blockade however.
 
Hamas would like to remind the world that the PLO, which controls the West Bank, was never elected by the Palestinian people. It was set in control by Israel. Hamas, on the other hand, was democratically elected to rule the Gaza Strip. The PLO has no right to negotiate over the Gaza Strip, or even the West Bank.

Due to the recent unrest both domestically and in Israel-Palestine, all 4 branches of the Egyptian armed forces have been put on high alert.
