Executive Decree #3078
On this Day, January 1st, 2013, by order of the President of Iraq, all unemployed persons that are able to work shall report to their nearest government office on March the Third (3rd), to be forcefully drafted into the newly-created Construction Corps. The Construction Corps will repair and rebuild roads, construct bridges, and otherwise help in the creation of an extensive infrastructure network for use by the Iraqi People.
If any unemployed persons do not wish to join the Construction Corps, they will be issued a fine of 5,800,000 dinar ( &#1593. Any persons who resists conscription into the CC will be detained until they peacefully agree to work. Any who continue to refuse will be chained and forced to work.
