I have just opened my turn and to my surprise Tbrd has completed a wonder that I hadn't checked before. Now I wonder, do all effects of the courthouses start while you still doesn't have its prereq tech? Also, do all cities get them? Even those that aren't 6 sized yet?

I can't remember if we changed how this works recently or not or ever. I'll try to confirm or deny by ingame info.

@Spirictum: I checked and yes, apparently the courthouses are in every city and functioning, even though early. I think it was always meant to be that way. That said, I'm not sure if that hasn't been changed on the latest SVN version of the core mod.

@Spirictum I noticed in another game that Big Ben gives me town clocks in all cities, even those without the requirements. I think there are several wonders that work like that
