I'm not sure how to answer that, as I have nothing to compare it to. All I can say is that it will depend on AI research capability, which is greatly affected by the amount of warring the AI does. If there is a prolonged world war, it will slow down their pace, forcing us to research more on our own. If there is little war, they may begin to outpace us. There is one key difference in this game: we didn't research Sanitation, so AI hospitals will come out later than usual, slowing down their overall pace. I think we will hold a good lead going into the modern times. We should not tow the AI as we did in the previous two eras.
As far as aggressive moves, we should be able to mount an offensive against Japan as long as we have access to oil. (Tanks will be available in about 30 turns.) I have never actually had to resort to such measures, although in one game I did come very close before the AI sorted it out for me. I just want to be prepared a bit earlier, but I am wary of becoming a threat to/target for Japan or any other AI.
