Mines on rocky squares

Hi guys,
A real noobie question but I'm confused.
If a mine is built on a rocky square with a road the manual says you should get 3 minerals.
It only generates 2 minerals.
What I have I missed?

Have you researched the technology (sorry - I'm at work right now so don't have the tech name handy) that allows increased mineral production per square? If not then the production is capped at 2 minerals until you research this. HTH.

The mineral-raising tech is Ecological Engineering.
