The Crimeans are the Crimean Khanate, a Tatar state that was definitely a civilization. They had several large cities, a lot of (slave) trade went through their lands, and they were a large influence on eastern european history.
The main reason I do not want to differentiate between dynasties, although they might have had wildly different goals, policies and even religion is for the sake of gameplay. The system that is in place in RFC:E means the following:
- The spawn of a new civ will always happen, at the same date and time. Which means that if you are playing as Egyptian dynasty #1 it is game over as soon as Egyptian dynasty #2 spawns and flips your entire core.
- The capital of a new civ must not be previously founded. This is a problem since all Egyptians would want Cairo for their capital.
