With the situation heating up with Japan, it is important that we consider potential friends and allies in the event we find ourselves thrust into a war. With this in mind, the Ministry of Foreign Affairs poses the question: Shall we establish an Embassy in Azteca?

Recommendations from the Ministry: We encourage all citizens to vote No on this issue. While an embassy is almost always a good thing, we fail to see the benefits of such action at this time. It is unlikely that the Aztecs would risk war during the first twenty turns of our recently signed peace treaty, and if they do, it will undoubtedly provide us with the means to conclude our policy of Aztec assimilation.
