A couple of suggestions:
There shouldn´t be a fixed amount of credits that ie 1000 men costs. 1000 men for China wouldnt be as expensive as 1000 men for the USA. Same for everything else. Perhaps you should add some more numbers like nation morale, economy strenght and other things. Would make the whole thing a bit more interesting.
I don´t know if you want this to be more like a modern RL simulation or something else Jason but this nes could get really interesting.
 
Yeah, actulay 10000 men for china wouldn't be as expensive as 1000 men for the US, cause US actualy PAYS them...

okay, I will introduce more rules etc. next update that will be tomorrow, or even today if I feel like it.

Concerning the infantry thing, maybe you should divide infantry by training - well-trained and undertrained? Undertrained is for emergencies or for swarming, and thus is less expensive.
