On the Anatomy of Major NPCs
A "major" NPC is a player country that has been abandoned. Akin to the corporate city-states, they have a mixture of major human players and the tiny NPCs' features.
Control:
Unlike minor NPCs, they are controlled and personified by the GM.
Diplomacy:
Each NPC will have its own personality that it uses to decide what it does; the personality is primarily based on the retiring human players's sentiments.
Espionage:
Major NPCs -do not- conduct espionage except against minor powers, though they will conduct espionage against major powers if they are at war (or are pretty close).
Weaknesses:
After a player's departure, the country splinters into civil war, which the government has the favorable side in, but it nonetheless sets the country back a few turns.

Social conservative, fiscal moderate, anti-internationalist
Government: Nominal constitutional monarchy (increasingly absolute)
The Formati Empire saw increasing loss of sovereignty to Katterland, and in the wake of Oz's apparent defeat, they declared vassalisation so as to hold off Katter aggression. However, the ascension of the Formatics to another realm has left a deep void in the country. The new government has become increasingly authoritarian, seeking to empower the Catholic Church in the region, and passing more and more measures that harm the country for Katterland's gain. There was a brief civil war, with Catholics and Redeemers (those who pray for the return of the Formatic forces) supporting the government, and Protestants and post-Formatics (those who declare Formatter policy null and void) opposing it. The war ended with a Monarchist victory.

Bengal
Social liberal, fiscal moderate, interventionist/regionalist
Government: Presidential Democratic Republic
Bengal was formed in the turmoil-ridden region of Bangladesh. Constant civil wars tore the country apart, not to mention persistent flooding. Hasty truces to try and prevent tsunami damage sowed the seeds of unification, and after more bloody conflict, the area was unified. Remembering its suffering, Bengal advances human rights and UN intervention the world over to support those rights. Bengal is not afraid to talk tough, however, having a powerful navy and army, and has announced its intent to control the Bay that bears its name.

Catalonia
Social moderate, fiscal left, pragmatic
Government: Constitutional Monarchy
Catalonia is a balanced state, careful not to push itself into any particular extreme. They nonetheless usually follow the iniatives of the Guild of Calamitous Intent, their allies. This has made them part of the States' Rights camp by policy, if not by ideology.

Louisiana
Social libertarian, fiscal conservative, isolationist
Government: Presidential Republic
Louisiana follows the teachings of Libertarian thinkers such as Ayn Rand and Ron Paul. They are staunchly isolationist, which is probably the only reason they haven't married Somalia. They nonetheless work to undermine UN power at every turn and corner in defense of national sovereignty.

Warm towards: Somalia (While it approves of Somalia's system, it is wary of any binding alliance)
Prussia
Socially liberal, fiscal conservative, regionalist (only cares about Europe)
Government: Parliamentary Republic
Having arisen from a mixture of numerous ethnic groups integrated under the "Prussian" label, Prussia is akin to settler societies like Canada, Australia or the USA, having used its melting pot status to become fairly diverse and multicultural as a contrast to its peers. This has given it social liberalism, but the old elites have helped to entrench fiscal moderation. Prussian foreign policy is marked by realpolitik, true to form, and they only care about things that interest Europe directly.
With the end of its civil war, leftism has fallen out of favor in economic circles, making it staunchly conservative despite its alliance with the USSR.
