You have 5 total claims possible. Navies do not "claim" tiles - they are merely transports that can move 1 troop per navy.

You could claim 5 coastal provinces, 5 land connected provinces (only land adjacent to your current claims), or a mix of both!

Troops are the only claiming unit :)
 
The Shimazu clan is especially interested in trade agreements with Iraq, due to its relative proximity to Japan compared to Algeria and the Manx. It is also interested in exploring the future possibilities of importing resources directly from Russia.

The Federal Republic of Iraq is indeed willing to establish set trade with the Shimazu. We hope that this can lead to more profitable measures in the future.

You can't trade with Minor NPCs - only Majors :) (the big 5)
