We wish in the Namibia to enter into a crave fire agreement with all parties involved in the Namibian War and the state of Namibia to renounce it's aggressive stance towards Mozambique.

We would be happy to sign a cease fire while peace negotiations take place. But alas Namibia is blood thirsty and will not accept. Or only accept so that they may attack and reclaim what they see as theirs. Negotiations mean you need some give and take. Namibia merely yells louder for what they want when you offer different compromises.

Even now he is talking about illegally overthrowing a foreign government immediately after making my country pay war reparations when he himself offers none for starting it.
Makes no offers to curb its aggression or promises to not attack some other poor victim.

Bully? It is commonly accepted that the instigator of the war is the one who pays war reparations and we would be happy to discuss and negotiate some sort of settlement where we both pay, although we would push for Namibia to obviously pay more as a public sign that it accepts its own culpability in the events of the war.

Now you have insulted not just us, your victims, but the HITSGDP as well by crying that you will meddle in Mozambiques affairs once the war is over, and just now you have also offended Costa Rica whom has already made it publicly known that it does not wish your madness to come onto the American Continent.

We would beseech the HITSGDP that we are doing all we can to get some sort of peace or a cease fire to start negotiations. As such we would greatly appreciate if they could put their planned embargo on hold, we would be willing to agree to many things, including pulling out of Africa once Namibia is no longer a threat to all free and Just Countries.

To Bowser we issue our apologies, no matter what we do the mad dog continues to bark and we fear it must be put down. We are trying our best to keep its bloodshed contained in Africa. Is there anything that can be done to sooth your fears on this issue?
