If its a female you could name it hatsupshet (check the spelling) or cleopatra! 
My wiffe does not play civ. There is little chance of a Civ ruler. But "Chieftess" has a bit of panache to to it.Xanikk999 said:

First one that came to mind was Martina - in honour of greatest ever female tennis player - same sort of determination in that look.
Second one after staring at the picture, she reminds me Greta Garbo.
Third - just because of fond memories - Disa (I suppose you get the pronounciation closer of I write it Deesa)

My girlfriend says that if you give your cat a human name like "Bruno" "Arthur" "Todd" you are going to have a different connexion with your cat, more like a roomate or a close friend.
