He is still working on the ancient units pack AFAIK.

And for reskins we "only" need someone able to work with Photoshop, Gimp, Paint.net or any picture editor that can manage DDS files.

Edit: And a little note on the Finnish infantry, I think a Reskin of danrell's Swedish infantry would be more accurate than an reskin of the German one.
Edit 2: And if I'm not mistaken, It's Fokker D.XXI, not Focker http://en.wikipedia.org/wiki/Fokker_D.XXI
