Though I'm curious about the Chemistry-510 gold trade--are we in that much of a hole financially? There are also a couple more troops that could use moving.
At 20% culture, every single city returns to normalcy. 
(Read: always scared that we shall crush him like a bug.) I also give him Nationalism in exchange for Education, all his money and the world map. I believe that is a good trade, because Nationalism and Education have about the same beaker value, and we need education, as it is a Prereq for Liberalism, which is on the way to Communism and State Property, and also we get the world map, which reveals that nobody has settled in the new world yet (at least not that Huayna knows of), but it also gives us the map of our future enemies:

Not a bad situation, but I decide we need more cannon fodder, and keep the cannons we have. So more rifles in the coming turns.
There might be time for that still. I scout with our Knight a bit. Novgorod is protected by 1 musket, 3 Longbows, 1 spear. Seriously, we could take them on! 

The city will fall in 3 turns, which is what it will take for our closest stack to get there and attack. Here is the view of the former Roman empire:
moment was that I forgot all about the bloody railroads. The automated workers have built some, but of course, we really needed to concentrate on creating a route from the heart of our empire out towards the eastern front, but the workers just kinda randomly place the rails on auto improvement. So yeah, it would be great to address that. 

I figure there isn't much need for a culture bomb anywhere, so either have him wait for a second GP to kick off a golden age, but that might take a while, because look how long it's been since our last GP.
So we could probably spend him on a tech, though I haven't looked at what tech he is offering.
