After the loss of Northern Sweden Scandinavia was in turmoil. People were swung in different directions, some of course to the extremes. The tension in Stokholm was amazing. People were sure that somthing was going to happen. They were right of course. A militant group was forming.
This Militant group preached strengthening of the Scandinavian military. Preventing enemies of Scandinavia from threatening her ever again. They called themselvs the Norse Facists. It was a radical group, nothing that should occur in the educated peacful Scandinavian empire right? Well it was about to happen.
On September 1st of 1908 the Norse Facists took control of the Capital. The army, weakend by the war as it was, could do nothing. On September 2nd the king and parliment of the country officially handed over governing of Scandinavia to the Norse Facists.

To FInland:
We would like it if you returned the land you took from us in the war. Do not take this as a threat, Scandinavia cannot be making threats now, so this is obviously a plea.

If that piece of lies was true, you would have already given us back the land. You knew that the people were angry with their former ineffective government. I also think you should realize that we are not threatening you, you are threatening us. Besides, I have spoken with the leader of Germany. He has no problem with our government as long as we do not invade anyone. Of course I hope you come to your senses and stop this military buildup, or we will be forced to call for help. At the moment we are in a position of weekness, and im sure the peoples of the world would love to see the peacful Scandinavians invaded agains by the Fins. The old government willingly gave up their positions, they knew the people were upset with them. Now, it would really help ease the agitation the scandinvains have against the Fins at the moment if you gave us back our land.

EPAN is dedicated to providing economic prosperity to every nation, across the globe, not even just its member nations, though they are priority. EPAN members will enjoy a non-militarized alliance of similar-beliefs, an alliance that will hopefully keep the trade growing throughout the world, despite war.
1.) EPAN members will agree to free trade with the rest of EPAN members.
2.) EPAN members will all donate a hefty sum to the central Bank of EPAN, which will not be affiliated with any nation.
3.) Any nation, within the EPAN Alliance or not, may ask to use some of these funds for Economic growth at anytime. The funds shall NOT be used for war, or war material, EVER.
4.) EPAN members will vote, majority rules, if the nation may have some funds, and how much will be decided by the Coucil Leader.
5.) The Council Leader will be elected by EPAN members, majority rules. The Leader will say how much money a certain nation will recieve, should it be decided it recieves funds. And if a nation were to be expelled from EPAN, after a vote deciding that he should, then it would also have to go by the Leader.

"As a world war seems to be becoming a soon reality, I have issued a law mandating mandatory enlistment of every 18 year old man and up. Every able body man is to serve his country for at least a 2 year tour. Now, as you start to become squeamish let me tell you why I have decided to institute this law. My first reason is that we need men in our armies; no doubt we are insignificant on the world stage. Second, our youth are becoming too lazy and undisciplined. Third, to serve our country is to serve our people, and preserve this great nation. I am also asking that the militias in the colonies begin to mobilize and clear beachheads for our troops, on a precautionary measure. I am also asking the mothers, daughters, sisters of the glorious armies to join in our campaign and enter the newly built factories to build military goods to bring our men back home.
Our brothers on the small island of England have extended a hand of need to our nation, and we shall respond. That may be that I send our good men to die. That may be that our women send military goods to aid. That may be that our militia on the African continent be asked to fight. Whatever it may be, our people will respond, and they will respond in a way only a Brazilian can, and thats with perfection."

Send every able bodied man to training camps, and spread out manpower evenly into all branches of the military. (If that sacrifices an economy point to do so, let it)
Have the women enter factories to produce the goods needed for the large buildup of men.

2. A trading network will be set up between the signators to ensure the peace and economic wealth in Asia.
3. All signators promise not to inderectly damage the stability of other signators, by (for example) calling for rebellions or supporting rebbelous groups.
