No, the size upgrade was a delayed "bonus" for the Highlands, and the confidence was for the recovering economy.

So came the cries from the Ottoman Porte in Ankara.
Sultan Osman IV of the Ottoman Empire, was dead. His chronic illnesses had returned to him more and more of late. His state had been comatose for weeks, and finally today, on the 4th of September, 1745, Osman's heart had stopped, and his breathing finished.
His firstborn son was called upon immediately. Upon receiving the message, he returned to Ankara from his current wherabouts in Egypt.
After a period of mourning, the young man was crowned as Sultan Suleiman III.
Suleiman is very young, only 21 years of age at the time of his ascension. He has been described by many who know him as 'cunning and quick-witted', and is already greatly liked by the Turkish people. The new Sultan easily qualified himself for the title 'well-traveled', having spent the greater part of his youth traveling the Empire, Europe, Africa, and India, and he is fluently multilingual because of this.
Many who see him predict that this man will lead the Ottomans to great things. Others believe his inexperience will be his downfall. Only time can tell.

Badshah Ahmad Shah Bahadur would like to persoanlly convey his condolences of the tragic death of a Great Man who lead your Empire through its darkest days despite terrible illness and managed to preserve it and instill within it a new vigour. A man resiliant in defeat and merciless in victory. Truly a man to be admired and respected.
To the new Sultan we wish him luck in his regin and hopes that he can live up to his father's footsteps. We inquire as to weather the funeral would be an open one? If so a Mughal delagation would like to attend to pay their respects. The Badshah regreats that he himself cannot make it because he has much work to do but his son would like to.
