However, the future of our nation´s independence needs to be secured so that we are not devoured and occupied once again. Therefor we would like to sign an alliance with you, be it either a full alliance or a DPP. We would also like to sign a trade-agreement with you with reduced or no customs for merchants of Russian and Romanian origin that trade between our two nations.

Announcement:
We, Romania, will lower the fee for tradeboats/ships travelling on the Danube. This will make the Danube a perfect route for tradeing between Russia/Ottomans and the rest of Europe. Every nation is welcome to send their trade along the Danube for a small fee only! Where the Danube reaches the sea romanian ships will stand ready to transport your goods to new harbours(for a small fee, of course).

Russia very strongly believes in non-interferance in other people's affairs. We would expect the Western European powers to not interfere in the affairs in the immediate Russian sphere of influence, and we obviously will not interfere in their sphere of influence.
 
Don't forget that the deadline is tommorow; also, please remember to add all diplo agreements to your orders. And also, make sure to name your orders as such (most of you do, but some don't).

"Empires such as this should never exist. An Islamic Empire in the Middle East should only be run by Arabs."

It was just another Muslim city. It could be Baghdad, or Damascus. Cairo, or Khartoum. Basra, or Riyadh. Or even Constantinople.

But it was all the same. Long rows of mudbrick huts, far from the gleaming palaces of Europe, or the trackless oceans. Mosques everywhere, of course.

The Ottoman Empire was a backwater. And this was, as a general in another universe once said, "A backwater of a backwater."

Things were changing, though. It was always the scholars that could read the signs. The whispers in the alleys started it, for one. And then the impromptu meetings of commoners in the cafes and coffeehouses.

After that, they formed "Societies." Once they formed, a clash was drawing very near indeed. It didn't matter what they were for, debate or action. They all led to one common end.

Revolution. The word that, since the first Sumerian peasant threw down his shovel and attacked his slavemaster, has filled rulers with despair and people with hope rekindled.

That was another thing that the scholars noticed. The hope in the people's eyes. It took a lot to throw Arabs out of their usual laziness. The collapse of an Empire would do it.

Now, the Ottomans caught on, sort of. They knew that something was happening...no idea what, exactly, but something. Fists tightened on rifles, commands grew terse, and excitable soldiers often shot a rioter or two.

It began like most rebellions. A mob larger than normal mobs formed. The garrison fired on it...and so they charged. The Arabs had hidden plenty from the Ottomans, despite their routine sweeps of the city for illegal weapons.

Knives and scimitars were drawn, and old and young alike primed rusty flintlock rifles. Black powder was brought from the police station...everyone knew that the police only paid lip-service to the occupiers.

It was over, really, before it began. There were ethnic tensions in the Ottoman troops themselves, and only the Turks resisted. After they were slaughtered by the screaming mob of Arabs, and their bodies cast into the river, the city collapsed into chaos.

The scholars all knew the patterns. Allow for about a week of chaos. Then, either a council will form itself around a charismatic leader, or the reactionary forces will make an attempt to recapture the city.

Ibrahim Agra was a police chief with ambitions. All it took were a few whispered words to push him in the right direction. He was an interesting man, worthy of further study. He knew history, which was good among a potential Caliph. He wouldn't repeat the bumbling mistakes of the Ottoman Sultan.

And he loved Islam...everything about it. It was bread and butter to him, political ideology and religion all rolled into one. He had a booming, popular voice, and the people liked him.

Those in the province with real power saw this, and other, more secret forces saw it as well. Agra wouldn't be manipulated easily, this was interesting. Perhaps a strong Caliph would be best. Even if they couldn't manipulate him now, there were always other opportunities. And his sons looked promising. Especially that Muhammed Ali boy...yes, he had an interesting future before him.

It seemed to Ibrahim that he had decided to take power of his own accord. And so he did. It was easy enough, actually, there were few to challenge him. The scholars smiled, as the age old patterns reasserted themselves, their theories concrete and proved. So they shuffled back off to the libraries, to write slightly biased, "first-hand" accounts of the Arab Revolution of 1742.

And news of the Caliphate restored spread like wildfire throughout the land, as people flocked to the rising, green and gold banner of Ibrahim I.

So the Tsar would deny freedom to those who don't weaken his enemies? You must realzie that being the superpower you are your shere of influence travels from Iberia to Siam, Great Tsar.
 
The place was set in a German castle that was by now centuries old, von Dunkelheit owned the place and made sure everything was the best money could buy. And why not, this meeting could change the future of the entire nation.
Then arrived 4 individuals, each one representing the politica, cultural and ideological standards of Prussia, Austria, Poland and Hungary. The meeting was in the inside of a great hall, with murals on all sides. It was winter and a huge fireplace kept the room warm. Candlelights illuminated the place as servitude made sure everyone was content with their stay. Good food, good wine was served to the guests.

von Dunkelheit arrived, he wasnt alone. With him were several of his personal security. Armed men in dress uniforms. The people began to panic that this was just a plot for their execution. But quickly von Dunkelheit told the soldiers to stay outside and keep guard. Just the change of guard, he said.

He took the center of the room and began to talk.

"Fellow Representatives of Prussia, Austria, Hungary and Poland. I am happy that all of you were able to make it to this meeting from which i hope all of you will responsibly represent the places where you all come from.
As all of you know, my family is among the wealthiest of our lands, so i am not looking for money. And i am not looking for power as i began as a lower Junker that advanced in the ranks during the wars of independence and revolution. I am not here to step upon the image of General Wladyslaw Wittlin. He was ultimately human, but the ideals he stood for in the revolution have been forgoten. Ever since he stablished a military dictatorship and even after we created a so called democratic republic, our states are stagnant and weak. We must redo the way goverment works and so, working with the representatives present here of Prussia and Austria, we have hammered out this.

The base of power is of the people ofcourse. Elections will occur every seven years, in which they will vote for representation on one of the four senates they belong to. Each senate will be responsible for the laws of the territory it holds, being prussia, austria, poland or Hungary. This way we are more efficient in dealing with problems when locals can solve their own.
Do note that each province will have their own provincial codes, but they all must follow a basic federal code that guarantees certain rights.

Each Provincial senate will elect a Chancellor, which will head the senate and will act as representative in the League of Chancellors. From these (which are 4 at the moment) a Grand chancellor will be appointed. Serving as head of state. Note that a Grand Chancellor does not have to run for re-election every 7 years. Only when at least more than 50% of all chancellors wish it to be.

The military will remain as it is, integrated. But the Grand Chancellor holds to right to stablish a Guard of the Grand Chancellory. A military unit separate of the army for service and defense of the state in which the army holds no responsability. This way it is still possible to send forces into expeditions without having the army to be active. The Grand Chancellor is also commander in Chief of all armies of the federation.

The name of the current state 'Union of Krakow' will be abolished and replaced by 'The European Federation'. The capital will remain, but its name will change from Krakow into Wittlinsberg. In honor of the father of our nation.

Let us not grow weak, if we are not to do this, we might as well break up into a german state, a polish state and a hungarian state!. or at least until we became provinces of the greater russian or ottoman empires???

The fate of our nation depends on all of you.... and the decisions taken today!"


The four representatives left for a couple of days to think about the proposal as they walked in the gardens outside, played card games and talked politics. On their return they said...

i dont understand the size stat.

Does it mean that everything will cost me 3pps plus 1?

or that i have to spend 3 PPs every turn to grow something.

I understand the confusion. If you're size 3 then it will cost you three points to grow some things, but not all.

Das, maybe the first post should be updated to clearly show which cost extra and which doesn't? :)

May I also recommend for the next nes that the cost of training the army/navy depends on the size of the forces? I know there will be more trainers available and such, but it just seems weird to be able to theoretically raise like 25 divisions and simultaneously increase their training by 3-4 levels. Leave it as it is now, but something to consider for the future. I'll think on it too.

Oh, and orders will be in either in the next two hours or after I wake up in the morning :)
