We, as your allies, believe your treaty to be fair, just, and responsible - in all but one area. Constantinople. After examning the state of things, France must, regretabbly, agree with Spain and other powers. A Russian base in Constantinople, or for that matter, a base owned by any great power, significantly disrupts the balance of power and gives any one nation a disproportionate amount of control over the vital dardanelles choke-point - a center of both trade, aswell as strategic military value.
We believe the Russian cause is just, and that Russia has a right to do what it wishes in the Balkans, but we ask, firmly, that you give up Constantinople, for the sake of the greater good. By that same token, however, we forcefully request that the Turkish administration open Constantinople considerably, keeping governance, yet leaving the port free for all nations, and all religions, unless it is at war with a power which seeks access.
We do eagerly hope that the Russian Government will back down from its claims on Constantinople, not only for our sake, but for its own sake and the sake of the world as a community.
