I have, over the past few days, come to make what will undoubtably be recalled as one of the most important decisions of my reign. I have decided, pragmatically, that Russia cannot and will not continue its occupation of Constantinople. The Russians have been good allies to France, but at the same time, we have greater strategic concerns at hand - and a Russian base on the mediterranean is one of those grave concerns. France understands the plight of the orthodox people, and we even sympathise with their plight, but in common sense I cannot, in my right mind, give up the city of Constantinople to another great power - no matter if that great power is our ally. If one nation with such singular power is able to control such a vital chokepoint, then that significantly realters the balance of power which we have worked so hard to foster.
I ask you, the leaders of the world, to join me in my call. If we are to allow the Russian acquisition of Constantinople, then we will find ourselves in severe trouble in the coming years.
Finally - I ask the Russians. Will your government withdraw from Constantinople, or will it find itself up against the world's two foremost powers?

The Basque Freedom Movement beleives Russia is a far greater power than the two imposters that are Spain and France. If Spain and France beleive in mettling in Russian Affairs, does that not allow Russia to meddle in French and Spainish Affairs? To gaurentee the Freedom of the Basques if Spain and France Guarentee the Freedom of Constatinople and the right of the damned Muslims to The great Christian City.

When we Portugese first set foot on these lands only a bunch of fishers lived here. Now it is a great center of commerce. Perhaps we coudl come to an agreement to ensure the friendly relations between our two nations, but Macau will remain Portugese.

The Portuguese were allowed to establish a trading post in Macau by the now defunct Ming Dynasty after they had established a rudimentary settlement. The Ming Emperors in their benevolence leased the territory of Macau to Portugal however no transfer of sovereignity ever took place a fact understood by both sides. However Portugal's present position does not take that in account and claims Macau under Portuguese Sovereignity. None the less since the Portuguese Government has no desire to affirm the previous agreement, China will not press the issue.
However we tell you this bluntly. Foreign control of territory rightfully belonging to China will not be looked upon friendly and that our relations will undoubtedly suffer. The Qianlong Emperor in his generosity will not press the issue but your countrymen may find themselves unwelcomed in China. Very unwelcome
