We thank you for your support and your attendence at the Exposition Universelle, and we hope that it was as wonderful for you and your subjects as it was for us. We also apologize for any greivances caused by certain, unforeseen, spectacles. However, the French crown has come upon a dark secret, a secret which is a slap in the face to all soveriegn nations of the world. We have found the nationality of these Pirates, and it does not sound well to our ears, nor shall it sound well to yours. We have it upon the highest possible source that these pirates were Spanish and we demand an explanation for the actions of the Spanish crown. We find it inconcieveable for the Spanish government to think that they can do this without reprecussions, to single handedly target and damage the economies of not only France, but Portugal aswell. If Spain fails to reply and explain itself, then she will find herself in quite a precarious position.

Rodequiz Gonzales denies these reports of Spanish pirates. We have been framed by someone else. Show us the documents you found, we want proof of your capture. The Spanish Crown did not authorize this, and we would never result to piracy. You can say all you want, but it has no weight without any concrete proof.

France will sign a defensive alliance with Japan for the time being, to perhaps be changed in the future, but as it is now, we cannot commit ourselves to another full alliance.

We do not see why the Spanish Crown would wish to sabotage their own economy, and then send out a giant war fleet to capture their own pirates, at the risk (which was nearly realized) of encountering the Portuguese and touching off an Iberian war. That, and the King also inflamed his own populace against himself, helping touch off this year's almost-rebellions (if he indeed were in charge of these pirates). In short, we do not believe that the Spanish would be so stupid as to frame themselves with such little (as to be nonexistant) gain.
