The devout Armenian nation is in need of aid to complete our developement. Could you spare some advisors from our ally Bulgaria to come to Armenia. We would request advice for developing our economy as well as liasion officers to help train our military and install better leaders for it. The creation of a Black Sea Fleet is also a priority. Could you wire a message for economy developement advice soon, as it is more urgent than military increasement at the moment.

There is no connection with the Pirates and the Spanish rebellions. However, there is some proof that the Spanish would be involved - the Spanish, as has been noted (OOC: in the update of 1743, no less) were harmed much less than the French and Portugese government, and have less considerable investments in the Pacific. The Spanish did not lose as much as the French government initially, but due to the less than stable conditions of the Spanish crown, we can clearly see that the situation was taken advantage of, and that Spain's plan, if it was indeed hers, backfired though at the same time achieved its basic objective - to harm the French and Portugese assets in the region, which were competing with Spains own interests throughout the world. We lost two years of economic growth to this incident, and we cannot take it lightly. Therefore, we must examine all possibilities and examine the only credible report we have.

We realize that, but we are only advising you to take any information from buccaneers with, as they would say, a large grain of salt. They are pirates, after all. That, and, although there is some motive for the Spanish, there is also motive for you and the Portuguese, too: either of you might have wanted to try to injure the other's economy with the damage of the Spanish as an added bonus. It could have been virtually any nation, and there is no need to go antagonizing others before anything concrete has been established. Also, your own logic is faulty: if the Spanish weren't concentrating on Southeast Asia, why would they attempt to destabilize your interests and those of the Portuguese in a sphere that they didn't care about as much? You alternately give them too much and too little credit: for being imaginative enough to try to damage you in (to the Spanish thinking) a relatively unimportant region, and for being so stupid as to risk a general unrest and later uprising due to compounding colonial troubles.

Our logic is not faulty. An assault on French interests in southeast Asia does not simply affect southeast asia, it affects all of France, as can be shown by the total loss of 2 million or so francs, losses which the French government have just begun to recoup. Furthermore, we are not antagonizing others, we are simply making our findings known. We have said that it is a possibility, not a certainty, and are continuing our investigations into the matter. The French government is not trying to place the blame, we are simply trying to get at the bottom of this matter. The claim that France and Portugal had motive is rather illogical itself, for Spain's assets in the region were minimum, and the total loss which both nations recieved was far greater than the Spanish losses due to the Piracy. We will henceforth stop discussing the matter, due to our continuing dialogue with the Spanish - an agreement is nearly reached allowing us to clear up the dispute through inspections and a review of documentation. We ask that the Byzantine government stops pressing the matter, aswell as seemingly accusing us of accusing the Spanish. We are simply acting upon the proof we are given.

What has happened to the Scottish government is indeed terrible, however, France was not an ally of Scotland, and therefore has no obligation to uphold the Scottish nation. England and Ireland, as our allies, have the priority. Henceforth, we are turning over the Scottish government-in-exile to the English government. However, we cannot involve ourselves in the dispute regarding the division of land, and ask that both nations settle it peacefully.
