Pending potential negotiations with the he Union of Russia-Lithuania-Romania, the Empire of Japan hereby official proclaims its intent to annex and assume dominion over the following indicated area of Manchuria and Korea:
As well as to assume full soverignity over the island of Taiwan. Japan furthermore announces that any attacks on the indicated portions by rebel elements within China or any other power will result in a prompt and decisive retribution by the full might of the Japanese Empire.
Lastly, of the groups which have arisen within China vying for control following the downfall of the Qing Dynasty, Japan reiterates its official recognition of the Nan China faction as the official successor government, and pledges its support to this group in restoring order to China. The Japanese Empire simultaneously calls upon all other rebel elements to step down and cease the senseless suffering of the Chinese people.

We would love to gain control of the region north of the Amur river, provided the fact that it creates a much more stable and secure border. We are, however, not willing to give up the land that has just been purchased from China. It is imperative that this land is kept by Russia and that Russia has an uniterrupted, defendable warm water port on the Pacific. If there is any other way you see for us to gain the region north of the Amur, if there is anything you would like in return, we will consider it. If there is not, then the borders will remain as they are.
We are also very happy to sign the indefinite non-aggression pact with your country in order to ensure that peace reigns in the far east.

In such an event we would be willing to exchange the territory north of the Amur for the island of the Sakhalin and 2 Eco. Points. The Ainu people, traditionally, have been the charge of the Japanese, and the acquisition of this land would assist in our continued relationship with them.
Should this not be acceptible, we would be willing to take the southern half of Sakhalin and 4 Eco. Points in exchange for the North Amur region.

The southern part of Sakhalin is not a significant land mass, but, as we have communicated to you previously, we prefer to keep a distinct seperation of areas of Japanese and Russian influence in the region. As a result we would be willing to purchase the region north of the Amur river for 4 economic points from you, without further territorial exchanges. We hope that you understand our geopolitican concern, and that we will be able to come to an agreement.

Russia strongly believes that the future Sino-Russian border should be up to the decision of Russia and China, not Japan. We will negotiate with the new government of China over the future of the border.

France strongly believes that Russia has no right to appropriate the borders of China following the past conflict, seeing that it has not participated at all in bringing down the corrupt Qing regime. We will allow the Russians to protect the Mongols and Uighurs, yet the fact that Russia thinks it can appropriate borders beyond that is ridiculous.
