Update 1 (15) - Year 1781

Non-Military Events:

The (attempted) abolition of slavery by HRE and PUAF results in mayhem.

Much to French apprehension, the British go on a ship-building spree; some have criticized its effect on the economy, but most of the population at home is exstatic (+1 Culture, Confidence).

Though the Holy Roman Empire also takes part in a military buildup of its own to counter this potential new threat, it visibly concentrates throughout this year on social issues. After three years of undeclared war with much of the population, Emperor Valerien I had had it with this state of affairs, and not even the intensified assassination attempts (six this year that the public knows of despite the best efforts to hide this sort of knowledge from them in order to prevent panic) could dissuade him. Overcoming the opposition of the diehard reactionaries and some of the conservatives, Valerien instead embraced the new faction of "monarchic socialists" that were monarchists that nonetheless believed in the need to continue the social reforms to fortify the monarchy. Which was Valerien did in any case, launching a new social reform campaign. In combination with much propaganda it gave his popularity a boost (that was alas negated by a mixture of skillful Egalitist counter-propaganda, dissent in the colonies and perceived easy-going attitude and weakness in Egypt and Asia). Meanwhile, the crackdown on Egalitists seems to be semi-succesful; alas, the more radical and cunning leaders succesfully hid or fled, illegal newspapers sprouted up anew, while the Egalitist battle organizations, despite taking some losses, have allegedly been responsible for several assassinations, train crashes and even the eruption of an obscure volcano (-1 Civilian Leadership).

Immense amount of dissent rose in Romania, with the newly-raised Red Guards only barely keeping order through mass executions of rioters on spot. The economy was nearly destroyed by King Antioch II's rushed industrialization and militarization efforts, and the country is suffering terribly (-1 Economy, Living Standards, Confidence). Egalitist agitation is falling on fertile ground (-1 Confidence), and soon the Prague Convention forces may have to intervenne...

Despite Byzantine efforts to develop Sardica (Sofia) into a trade center, its position for riverine commerce just isn't good enough. Constantiana might be a better choice, especially with Romanian instability taken into consideration.

Dissent grows in Egypt as its ruler attempts to play some sort of a double game, creating an alliance with Russia and inviting the Russian navy to Alexandria for "maneuvers" (and thus annoying the Francophiles) and inviting French engineers to build a railroad between Benghazi and Suez (irritating the Francophobes, especially the pious Muslims of the countryside who are growing more and more pious and irritated by the seconds) (-1 Confidence).

Russian Central Asia prospers, especially Tekeli and its surroundings with a mixture of industrial/mining and agricultural booms (+Tekeli economic center).

In Persia, popular dissent grows as well; the Sunni-Shiite divide has already resulted in some pogroms on both sides, and the French geologists aimlessly wandering in north Aizerbadjan didn't win any friends there, in fact the Persians had to send forth some troops to save them from Azeri... malcontents (-1 Persian Confidence).

Seeking to avoid overstretchment, put an end to all these "Siamese Wars" and prevent worsening of relations with Japan, the Imperial government decided to grant independence to PUASE: Provinces Unie de la Asie Sud-Est, supposedly based on PUAF but really rather different. For one thing, PUASE has much more points of contention with France, being comprised of merely Siam, Laos, Cambodjia, Vietnam and Malaya, and thus not controlling neither Singapore nor Burma to which the rebel Southern Alliance (with which France now publically reconciled) had laid claim. A provisional government was (and this is what particularily damaged this policy's popularity back in France) formed by the past rebel leaders of Siam, but they lack support amongst the local elite (see military events). Also, Java and some nearby islands were sold to Japan. As Nouvelle Gaulle and French parts of Nouvelle Corse grow less connected to their home and more separatist, the British South Sea Company officials have expressed some interest in buying the colony.

Suspecting an Incan plan to ally with the Brazilians and break their ties with the EUA, the Americans moved to preempt this; really, they needn't have worried. Their forces quickly purged the few uncomplacent officials and courtiers, and the Sapa-Inca easily accepted the creation of a direct American military protectorate in Peru, remaining, as he already was, a puppet figurehead. After that, in several operations, a few rebel bases were eliminated and a new rebellion in Lima was thwarted.

The Romanian Red Guards put down a major armed revolt in Bucharest itself and several lesser ones in the countryside.

A few minor initial monarchist conspiracies and rebellions against the Southern Alliance are easily defeated, but there might be more to come.

Inspired by the signs of French weakness in the region, several somewhat separate Sumatran separatist societies started a few disconnected revolts (what, you thought I'd search for more words that begin with "s"?). As the French didn't bother stationing any troops (possibly thinking their entanglements here over with the appeasement of the Southern Alliance), their hopes have been vindicated and only general apathy of the population keeps large parts of Sumatra in Imperial hands.

Random Events:

Emperor Valerien I rallies the HRE's population to the battle with Egalitism and separatism (+1 Confidence, Culture). However, the Egalitists and other anti-French forces struck back succesfully with a propaganda campaign of their own (-2 Confidence). The propaganda war was soon joined by Frederik II of Finland (+1 French Confidence). In any case, the Imperial government now started a major crackdown on the Egalitists (+1 Confidence).

Egyptian modernization continues (+1 Education).

A rise of nationalism and Francophilia took place in Finland (+1 Culture).

Likewise in nearby Scandinavia (+1 Culture).

As a civil war in the PUAF begins, the government gets the support the rebel slaves in the south and of most of the abolitionists (+1 Confidence).

Nikita Panin, restored as the Russian Vitse-Kanzler, rallies the popular support behind the government again (+1 Confidence).

The civil war and terror from below damage the PUAF transport network (-1 Infrastructure).

The xenophobes and traditionalists do not take liking to the new Segu monarch's attempts to increase ties with the HRE (+1 Confidence).

Russian living standards decline due to overpopulation in the cities (-1 Living Standards).

Egalitists proselytize indiscriminantly in Great Britain taking advantage of its easy-going attitudes (-1 Confidence).

Separatist sabotage on the Hungarian railroads intensifies (-1 Infrastructure).

Purges of traitors damage the educated cadre of the Rajput Empire (-1 Education).

Egalitist sabotage of vital railways and transport ships has grave consequences for the FL divisions being sent to America, combined with storms at the sea (-5 French Foreign Legion divisions).

Spotlight:

Woes of Abolition.

Since the PUAF received independence, its Provinces were not Unie at all. Aside from the core provinces of Noveau Bretagne and Acadie, all of the key regions, unable to impose their various agendas on the rest of the vast country, seeked instead to separate. This realization and resentment built up over time, but it is unlikely that such a diverse country would have remained in one piece for long in any case. Premier Evariste Renaud's decision to abolish slavery was a mere catalyst.

The abolition of slavery was an issue in the provinces of Mississippi, Virginie and Caroline first and foremost, though to a lesser extent it was also important in the western province Texas, where slave labour only became of importance recently. But of great importance it was, as these provinces - known collectively as "d'Oc", "the South" - were primarily agricultural, their economy thus founded and dependant on slave labour, as opposed to the cattle-herding ways of the west, the industries of the north-center and the commerce of Noveau Bretagne. The South incidentally also happened to be traditionally conservative and catholic, as opposed to the liberal, Huguenot (in later days described at times as even theist or agnostic) north. The two regions were the core of the French North American empire before the PUAF, and as such developed mutual bitter feelings, especially in the last few years when the Noveau Bretagner attempts to consolidate and centralize the country faced the sternest opposition not in Frontiere, as was expected, but in Caroline. So when a radical Bretagner politician Evariste Renaud was elected Premier, several southern public figures begun warning the people that this will not end well. It didn't; Evariste's declaration of abolition of slavery was immediately perceived even by those without slaves as a vile Bretagner attempt to crush all opposition and portrayed as such. Evariste only barely forced this through the Senate. His next act that would have provided for tripling the army numbers only served to reinforce the fear of his "tyranny" and "imperialism" in the other provinces; it was only forced through when practically all the southern and Texan delegates have left, and when the Occitan Insurrection had already started.

Fortunately for Renaud, though parliamentary pleasantries bound his initial response to the insurrection, his southern enemies were as confused and unprepared, for when the southern legislatures simply and bluntly declared the Abolition Act illegal and unconstitutional, the more literate of the slaves and the Egalitist agitators simply and bluntly rose up in arms. Though the southerner militias managed to capture some arms caches and lynch some would-be revolutionaries of both colours a day before the uprising, this merely gave them a false feeling of security ruined by a fully-fledged rebellion the next night. Large swathes of western Virginie and Caroline were in rebel hands, and the various atrocities that took place there shocked and outraged the world just as much as the ensuing reprisals when a rising-star southern politician and popular leader Joseph Acier rallied the southern militias and led them against the Egalitist strongholds. Helped by mutinying Southern soldiers of the PUAF army (a glorified militia force in itself until Renaud and his French military advisors reformed it later this year), he managed to become the rebellion's first war hero by quickly, ruthlessly and efficiently crushing the rebellion.

Evidently, fate saw it fit to throw enemy after enemy at the Occitans as soon as the previous one was defeated. Just as Acier returned to Charleville, he had to take command (as the newly-appointed rebel garrison commander was killed by an Egalitist terrorist) of the defenders of that great city, for Renaud finally had marshalled the forces he needed and personally led them to an attack on the center of the rebellion. That attack had nearly succeeded, but for what the Bishop of Nouvelle-Orleans - who had immediately became "the Insurrection's Godfather" and called for an anti-secularist, anti-Huguenot crusade, transforming this into a religious war as well - had termed "the Miracle on the Cooper". In a heavy battle, Acier managed to rally his troops and force off the assaulting Unists with machine gun fire. When at night Renaud attempted to retreat, this retreat turned into a rout due to a well-timed cavalry attack by Acier and newly-arrived volunteer units from Texas, where the PUAF forces have done somewhat better, yet somewhat worse by occupying the capital, Austin, and sending practically the entire present Texan legislature to the work camps. This was efficient enough to destroy the short-lived "Republique de Texas", but it didn't win Renaud any friends in Texas, and indeed throughout the year that wide country, naturally built for guerrila warfare, would become a terrible ulcer, grinding away at the Unist armies sent there as rarely a day passed by without a patrol slaughtered, an officer sniped down or a supply route raided.

In any case, the timely arrival of the first Texan volunteer units stemmed the tide. Renaud Evariste survived and managed to regroup his forces in Virginie, but the rebellion gained a temporary reprieve.

As already mentioned, this meant that immediately a new nemesis will strike. This time, it was the Emperor himself. Valerien I too saw fit to abolish slavery, as part of his social reform efforts. The results in the Carribean were pretty much the same as in the south - first the slaveowners rebelled, then the Egalitists, and finally, French forces arrived. Except its far easier to reconquer the Carribean islands - well, given naval supremacy, which the Holy Roman Empire enjoyed even before it was planned - than a good fifth of the North American continent. The French Foreign Legionnaires were also far better soldiers than the PUAF semimilitiamen. So it took them less than two months after their arrival to restore order in the Carribean.

Obviously, the rebel leaders looked on with anxiety as all this happened. They expected the Imperials to attack Nouvelle-Orleans, and thus begun evacuating themselves (apart from the Bishop, who instead rallied the crowd and threatened to personally supervise the defenses to the horror of his enemies and the city's psychiatrists alike) to Charleville. Fortunatelly, the news of Charleville's fall reached them in time to turn around and move to St. Louis, where the rebel forces were securely in control.

Charleville was attacked the second time by the land and the sea, and this time not cunning plans or divine miracles could save the south's industrial center and pre-insurrection political capital. But Acier still decided to give battle, ordering most of his forces to break out into the countryside, which they barely did as Renaud's forces, reinforced by black volunteers, surrounded the city. For two days and nights, Charleville was bombarded - not quite as badly as Lisbon, but the damage was terrible, especially as an Imperial capital ship was participating in the "ground preparation". Finally, the assault begun, and with sheer numbers the Imperials and the Unists captured the city, though their casualties were heavy (not terribly so, though). The worst part was that Acier was nowhere to be found until a few months later, when a man mystiriously similar to him... ah hell, it probably was him, was reported in the Caroline countryside, in charge of a small guerrila unit, one of the many that were making life hell for the occupying authorities. Attempts to apprehend him failed. But by the end of the year, the eastern third of the South was mostly under Unist-Imperial control, while the counterinsurgency operations in Texas and the Frontiere (where Survivalist and pro-EUA rebellions already commenced) were beginning to gain ground. Yet the terrible truth remained that the Southerners were still safe in their control of the Mississippi, safe and advancing, whilst guerrila warfare and mounting attrition exacted a terrible toll on the anti-insurgent forces. As this state of affairs continued, Egalitist-organized anti-war riots became ever more commonplace in Noveau Bretagne, whilst the more violent and radical Anglo-Canadian leaders already started a countryside insurgency, besieging Quebec with pretty much all the Unist forces tied down in the south.

The future of PUAF looks even bleaker than before.

Nice update - I did not predict the response of the PUAF rebels to be so fierce, alas, they will be dealt with.

Also, my Capital ships should be at elite. All 20 of them. I invested 3 EP (AFTER already investing 10) to ensure that they were properly trained. (they were at elite before the update)

I probably shouldn't say anything, but I'm confused. Despite the fact that they're unhappy with me, their confidence increases? And I'm about 3/5 of the way done with a huge story about the new "ruler" of Segu.

Yet it seems that all France wants is to dominate the world and impose its will upon all people, despite the nation they live under. The land you claim in Africa is not Imperial land but rather Africain unjustly put under the rule of an advanced power for the sole profit of that power. You care nothing about these people nor their lives; but rather your alleigance is to your pockets.

We hope that this will not further strain our relationship. We ask you to reconsider the sale of African lands- and we are including a proposal with this. We are willing to discuss a reasonable price for this land.

Is this the best your diplomatists can come up with to convince us that we should sell such land? You believe that insulting our dignity will benefit your cause in some way? The level of common sense practiced by your government is dangerously low - we do not advise it proper that you should insult a power which feeds you economically, and which, up until now, has secured your integrity.

Africa is a continent, not a people. You have no right to these lands anymore than we do, and we shall not listen to your ramblings on the "tyrannical" nature of our governance. If we were so tyrannical, than our citizens would not be living in splendor, while yours in squalor, and your subjects would perhaps have a voice in their government. This, however, is sadly not the case. So before you begin lecturing us, consider your own situation.

We have resolutely decided that we shall not, at any time in the foreseeable future, be selling this land. Your nation does not require access to the sea, and you would not, even if you had a port, a sizeable enough fleet to capitalize on the territory. Your insults do nothing to help our judgement on the matter - nor do they do anything to help the relations between our two countries. Relations which, thanks to your irresponsible diplomacy, are now forever tarnished.
