The Holy Roman Empire of course is acting in good intention but we do not see the invasion of our neighbour as wide policy. These good intentions will breed contempt and mark my words but anti-French sentiment in Eastern Europe will only rise.

There were very good reasons for the intervention in Romania. More than that, I cannot say, but I do know that there was no other possible course of action.
 
We see reason for Hungary's concern, but we do not see logic behind it. The Holy Roman Empire [of the French Nation] has no designs over Eastern European territory - indeed, we were the ones who created your nation. We are acting in good faith, we are liberating the peoples of Romania from an oppressive regime. You mistake our actions, and out of blind paranoia, accuse us. Unless you actively seek to ruin your own nation's economy, and harm your people (as was done in Romania), you have nothing to fear.

A garuntee of independence from the Russian Union would violate the Treaty of Vienna, any actions in violation of that said treaty WILL result in consequences.

Also, you remark of anti-French sentiment in eastern Europe. Where is this sentiment? For decades it was us and us alone who have supported your nations against foriegn aggression, and for decades, it is us who have nurtured your economy. You would do better to pay some gratitude.

We condemn what we see as the hostile takeover of our neighbour. We ask that you do not interfere in what is not your concern and allow peace to remain sacrosant. Your actions put serious concerns over our own security into play and we shall not break of vigilence in our defence should your imperialism extend to our own nation.

Rejoice, fellow Citizens, for Freedom triumphs! The Romanian people have been freed from their oppressors! The stench of tyranny has been washed away and the Light of Liberty brought to the dark places of the world.

And yet there are those would oppose such liberation. This, loyal Citizens, is what the Congress of Nations is for. If the Congress of Nations had been present to check the Romanian government's excesses, such drastic action would not have been necessary to ensure the freedom of the Romanian people. The threats and hostile gestures of the Hungarian government only reinforce the need for such an institution to provide for the safety of the Free Peoples of the World.

For such dangers do still exist, Citizens, yes, despite the valiant efforts of our leadership, our enemies are everywhere. Envious of our freedom and prosperity, they seek to destroy what they believe they cannot have (if only they knew! All that is required is that they ask, and the Emperor shall oblige!). Therefore, we must be vigiliant and watchful. We must continue to sacrifice in the name of Freedom.

Thus, we call upon the Citizens of the Empire to give what you can in the name of security. Le Voix du Citoyan Imperiale is provided to you, free of charge, by the loyal supporters of the Empire and we ask that, instead of sending your donations to us (as we normally do), instead send your contributions to the fund we have set up in the name of the Congress of Nations. The fund, upon reaching a sufficient level, will be presented to the Emperor in the name of the People of this great Realm.

Let us hope that intervention in Hungary will not be necessary, let us hope that issues can be settled diplomatically on the Congress floor. Yet we must remain always willing to do whatever it takes for justice.

Russia will abide by the Treaty of Viena and will not interfere in Eastern European affairs. We do, however, look unfavorably at a French invasion of a sovereign nation.

Lack of forwarning? Lack of clearly laid out reasoning? Are not the starving citizens of Romania reason enough? Is not the armed rioting in the countryside warning enough? Or would you rather have us prepare a full report for your excellency, so that you could better understand our motives, and so that we could get your approval before we even attempted to act.

We, as the leader of the free-world, must act resolutely if we wish to solve the worlds problems. We will re-affirm our treaties, but we hope that you take from this diplomatic discourse that indeed, the best interests of the Holy Roman Empire, and those of Europe as a whole, are closely tied to the best interests of Hungary.
