Ethiopians 6-3=3 - I just feel like the other Civs are more needed right now. Incas 19+1=20 - They are a priority.

Incas 21 Khmer (21+1)=22 The Khmer should return to represent mainland SE Asia. Indonesia (the likely DLC civ) isn't enough to represent the region. They were a big influence on later SE Asian Civilizations like Siam and Laos.
Maori/Other Polynesians 14 Mayans (23-3)=20 Since Mesoamerica already has the Aztecs at the moment, I can wait for a second Civ. Firaxis also needs to pick a female leader for the Maya, and conduct a lot of research to avoid stereotypes (no more 2012 Apocalypse BS).

Khmer 22 Maori/Other Polynesians 14 + 1 = 15 (Too unique not to be in the top three, IMO.) Mayans 20 - 3 = 17 (Agreed there is a risk Firaxis will go full out Apocalypse with them, despite their significant mathematical accomplishments, monuments, and citystate warfare)

Khmer 22 Maori/Other Polynesians 16 (15 + 1) Deserving of more representation in the series. Mayans 14 (17 - 3) Purely because of their similarities with the Aztecs. I believe the other civs still in the running are more distinct.

Khmer 22 Maori/Other Polynesians 16-3=13 The last of the never-seen contenders has had a very good run, but can it continue to compete? Mayans 14+1=15 Deserves to be in vanilla in place of the Aztecs.
Incas 21 Khmer 19 (22 - 3) Very much deserving of its top 5 placement, but an entire hemisphere with 1 pre-colonial civ trumps a missing region of an otherwise relatively well represented continent.
Maori/Other Polynesians 13 Mayans 16 (15 + 1) One of the great empires of the Americas.

Khmer 19 Maori/Other Polynesians 13 - 3 = 10 They are interesting, but not competitive with the Mayans, Incas and Khmer. Mayans 16 + 1 = 17 Undoubtedly, the most interesting civ still out of the game. They should be staples in the base game instead of the Aztecs.

Khmer 19 Maori/Other Polynesians 7 (10-3) For me, they are not on par with the other 3 left. I know, represent all parts of the world etc. To a certain extent: yes. But not to that extent that they should come before the other three left here (and some already eliminated ones) Mayans 18 (17+1) Should have been in vanilla.
Incas 21 Khmer (19+1)=20 It should survive into the top 3. I still think SE Asia is an underrated region in Civ terms (along with sub-Saharan Africa). Firaxis only started representing them in Civ4. I would be ecstatic to see the Khmer in the game again. Maori/Other Polynesians (7-3)=4 While I want some form of Polynesia to appear again, I suppose I can wait a bit for it.

The Mayans never had an Empire, but many small Kingdoms.
Incas 21 Khmer 20 + 1 = 21 Best choice, imo, for a new SE Asian civ. Maori/Other Polynesians 1 - 3 = ELIMINATED Not as high of a priority as the others

Incas 22 (21 + 1) An obvious first choice. Khmer 18 (21 - 3) A good choice for a region that badly needs representation. But Southeast Asia is only a region whereas Sub-saharan Africa is an entire continent minus one region, and the Americas are an entire hemisphere.

Incas 22 Khmer 18 - 3 = 15 It is my first choice for a Southeast Asian civ. But I still prefer the Mayans and Incas before. Mayans 19 + 1 = 20 Although South America needs a civ more than Mesoamerica at the moment, I find the Mayans the most interesting civ still out of the game.
Incas 22 Khmer (15+1)=16 I still place priority on having mainland SE Asia represented before adding a second Mesoamerican Civ. Mayans (20-3)=17 Since Mesoamerica already has the Aztecs, I can wait a bit for the Mayans.
Incas 17 (16 + 1) Continent spanning empire from an unrepresented (except colonial civs) continent. Khmer 13 (16 - 3) An important civ from an unrepresented region, but it is on a relatively well represented continent.

Incas 17 Khmer 13 - 3 = 10 They are interesting enough to be in the top3, and my first choice for Southeast Asian civ. But I prefer the other two on the list. Mayans 19 + 1 = 20 The Mayans should win this round, they are very interesting and distinct from other Mesoamerican cultures. In addition, as they were organized by city-states, they fit perfectly into the alternative leader mechanism, we can think of a leader for Tikal and Palenque.
