PS: Benin should be on this list.
 
Canada should be included in the next round of this thread, and it's not just because I live there.

Canada is the country with the most Civ players that is not already represented as a full civ in any official Civ game.

Tibetans 13 - 3 [10] (Meh. They don't seem as interesting as the rest, and they'd be absolutely screwed in TSL. I'm actually quite surprised they were in the lead.)

Burmese 3 - 3 = 0 ELIMINATED - Sorry Burmese, I want to see you in the game, but not as much as the other three on this list.

Phoenicians 6 (5 + 1) -- The Phoenicians launched the Age of Exploration a thousand years before the Portuguese existed.
Tibetans 9 (12 - 3) -- I can't say I'm overly enthusiastic about a civilization of monks.
 
Ashanti (4+1)=5 West Africa, the entirety of Africa, really, is lacking representation, it may fall to the Airbenders or Purple Dye people though :p
Phoenicians (7-3)=4 They made Carthage, but I find their child more interesting, plus not too interested in their leaders, would end up similar to Gilgamesh or Cyrus or Darius/Ashurbanipal/Nebuchadnezzar in Civ5 in appearance, there seems to be a lack of representation of their kings as well

Tibetans 3 - Came so close choosing Phoenicia but decided peaceable seafarers might make for some interesting abilities. Incas can rule the mountians.

C'mon Ashanti! I'm surprised my top 3 civs made it to the end, I must be very mainstream :)
 
Ashanti 5 (4+1) I think its just easier to make a good civ out of this.
Phoenicians 0 (3-0) Surprised that they made it to 2nd place. Sure, a great civ and of quite some importance (although with the standard theory of alphabet development losing ground, there's a chance it will be of less interest in the future). But I think this civ would really need some new mechanics to really shine. Founding colonies for example. But maybe a UU that combines a galley with a settler would have been an option working similarly to Civ V's conquistador... I don't know. But I rank the Ashanti higher in what I want. And there's so many near eastern civs I want, the Phoenicians are rather low in that region for me.
