Swahili/ Kilwa 6-3=3 for the same reason Italy was eliminated: there are more city state opportunities than civs.

Ashanti (10+1)=11 I guess people only associate West Africa with slavery, having a gigantic empire is not a requisite for being in the game in my honest opinion, Coastal West Africa is basically empty, and I don't think Mali is enough

Tibetans (20-3)=17 I can't see this being realistically added to the game, maybe Firaxis will put Nepal or Bhutan instead? Plus Songtsan Gampo is a Great Prophet...

Phoenicians 15 - As deserving as the Swahili to be a full civ. Not that I think they won't become a civ given their lack of inclusion in the city-state list but any hypothetical plans Firaxis have don't massively concern my vote.

Ashanti 11 + 1 = 12 (One of the coolest African civs, with their Golden Stool, wealth of gold and their fierce resistance ("Asante" literally means "because of wars"). They had impressive political and military accomplishments and traded with the Dutch and Portuguese. They also famously fought the English. Do some reading on them and you'll realize they are among the most interesting nations period, let alone among African nations).

Phoenicians 12 (15 - 3) I'd love to see this civ in the game, but we're down to four choices, and the Mediterranean world is already comparatively well represented.
Tibetans 18 (17 + 1) Virtually every downvote I've seen for this civ alludes to Chinese policy. It's one thing for Chinese policy to influence the decisions of a corporation trying to make a profitable game. It's another for it to dictate every online discussion of what would be an interesting/worthwhile addition to said game. Tibet would add representation to a region usually crowded out by India and China, and it could work really well as a civ focused on religion and mountainous terrain.

Tibetans 19 (18 + 1) Agreed with Amunril. This is not about what's likely to happen, this is about what we want to happen. Saying a country wouldn't approve of something might affect its odds of getting in but it shouldn't affect your opinion on whether or not the civ deserves to be in or not.

Tibetans 18 (17+1) Realism of this getting into the game aside, I think Tibet would have some interesting abilities.

Tibetans 15 (18 - 3) -- Chinese policy doesn't really have anything to do with it. I really would rather see more leaders for India, even if China freed Tibet tomorrow and stopped their petty censorship.
 
Ashanti 10 + 1 = 11 (The most interesting civ remaining, in my personal opinion, though all remaining are interesting. I admit that I am biased in favor of Africa given the current Civ VI civ roster and the poor representation of Africa in particular).

Phoenicians 9 - 3 = 6 (While they would be great, realistically Carthage is better known (and will likely be in the game at some point). This is only a problem because Carthage and Phoenicia share such similarities that of the remaining I must regrettably downvote a fascinating civ. They would be a cool civ, but Phoenicia was never really unified, consisting instead of separate city-states--more egregious a situation even than the Hellenes (which at least were unified under Alexander), though arguably more feasibly collected as a civ idea than the Polynesians, say.)

Ashanti (11+1)=12 West Africa needs more and better representation. Once again, a Saharan empire is not enough. I hope for at least two Civs from this area. Ashanti are worthy of being in the game (Kumasi is currently a CS...)

Tibetans (15-3)=12 I'm not an expert on Tibetan history, but if they were in the game, they would be an entirely faith based Civ, and Religious victory is my least favorite victory type in Civ6
 
Ashanti 13 (12+1) I agree that the non-Europhile ideas are all interesting, but we desperately need more African representation in Civ.
