I’ve been testing 2 and it’s working as I had hoped. It brings city defense down by about 10 strength at the end game, which has the effect of making crime a less inflated value globally.

I’ve been testing 2 and it’s working as I had hoped. It brings city defense down by about 10 strength at the end game, which has the effect of making crime a less inflated value globally.

Is the city attack still useful with that change?

Is the city attack still useful with that change?

Yep. And what the city loses in strength it gains in health. Cities can take more hits, but good hits hurt more.
