Hehe if the level 2s are so bad that the best one is "get to level 3 faster", then we have a problem!:)
 
Base, it provides +8 per city. If we assume +25% for various percentage bonus (which is generous, percentage bonuses are scarce in the game), that's +10, or +60 total.

Spending 3,000 culture to get +60 is not a good investment at this point in the game. It takes 50 turns just to break even.....and then many more turns before you actually see a net benefit.

As for boredom, boredom is rarely a big unhappiness driver through most of the game. Border Growth....if you have a city that can afford all of those culture buildings its border growth is fine....and money takes care of the key tiles you need at that point in the game.

The tenets that throw in free buildings are nice because its an immediate benefit, and saves you hammers that can elsewhere. Tenets that give big faith/science/gold whatever are nice, because you can convert culture -> other yields. But investing culture....just to get more culture, is fine early game but not a good investment late game.

Don't forget about the +1 culture from Great Works.
 
Wow these new versions come faster than I can finish a game! Now I will have to retire my current game to start a new one to try the expansion change.. I too had been noticing the over expansive AI behavior so his should be a welcome change. Thanks.
 
Halved 'known player' tech modifier, and increase espionage requirements for tech stealing from 700 to 1000

I'll have to see how this plays but I have a fear that the early tech leaders will runaway with the game and early warmongering will suffer. I thought the design was to reduce the tech gap around industrial with spies and known tech modifier.

Adjusted Industry policies a little:
Combined land/sea trade route value on Free Trade
Moved Internal Route yield to Protectionism

The internal and external should be on the same policy. That way you are free to pick whatever trade route is best for you.

Honestly, the Freedom level 3s are all pretty damn terrible :D, no need to rush for the ability to buy spaceship parts with gold (I mean they are like 3 eras away anyways) the influence per active traderoute with city-states is decent but completely overshadowed by Arsenal of Democracy (or whatever that influence on GP expending is called) and the plus tourism for broadcast towers, while decent, requires you to build broadcast towers, which 1. costs a fortune and 2. probably is a few techs away.
Yeah I realize that not any of those actually sound terrible, but compared to getting a free airport in every city....
 
When does scaling pantheons start scaling? I have the Goddess of Love pantheon which gives 10 faith and golden age points every time a citizen is born (scaling with era). Now I just advanced to the classical era and it still gives 10 and 10.

Ancient Era is 0, Classical Era is 1 according to EraTypes.

But to make sure we don't multiply by 0, Gazebo added 1 to Ancient Era. Meaning Ancient Era is 1; Classical Era is 1; Medieval Era is 2 and so on.

I'm pretty sure this change has been made for balance reasons, but IMHO it has little or zero sense. If a music band from my country performs a tour in a foreign country, it doesn't make the citizens of my county happier a bit. It even hardly makes the target nation happier (at least in the long run). What it does do, it spreads my culture into foreign civilization; it imparts my country's culture into the foreign one; it substitutes part of foreign culture with mine. Choose the analogy you like most. That's technically what it is.
 
I love that you update so often. Makes me always want to come back for one more game.

I was playing a game on 30-7 as Russia. I normally like to save the map and go in the SDK and add the starting plots of the CS and Civs and play it out again to see if anything is noticeable.

I've just looked at my Turn 148 game as Russia on 30-7 and compared it to my 02-8 game as Korea T143.

I used the same NQMod Pangaea+ map by HellBlazer for both games on Standard Emperor
I added a ninth Civ and bumped the CS to 24. I like to be up close and personal with the other Civs.

I know this is a sample size of one, but I did feel as though there were a lot less cities.

Here is the tally of number of cities.

I never counted the population of the cities, but I definitely felt that the Civs in the recent patch settled later too as the cities felt smaller.

I like my cities to breath rather than packing them in like sardines. So on revealing the map, I felt there were approximately 8 okayish spots to fit in more cities on the 30-7 version on the mainland and perhaps 11 on islands. On the 02-8 version I felt that these numbers had changed to 24 on the mainland and 12 on the islands.

Personally I preferred 30-7 version especially as Greece and Assyria just left too much unsettled land If you were going to rebalance them, I'd prefer for them to be closer to the 30-7 version.

Also, I know that these Civs are different and probably took different Policies and have different settling patterns but hope this helps.

Eh, I'm fairly certain it makes all Canadians a lot happier when they realize that Bieber is touring in America and not in Canada.

Did you delete your cache before starting a new game?

Yes, indirectly through the auto-installer.

Edit: To clarify, this issue is definitely only present with the EUI folder. Doesn't matter if the game is modded or not otherwise.

It's just you, I don't have that issue. I think you're missing some art assets. Hover over them to find which one you're missing?
