What was the idea behind Fealty change? Bonus pressure and reduced purchase are not important at that timing. It really should be the first policy, not second
 
The new overflow mechanics doesn't work with Spain 50 food on founding ability: cities grow to pop2 and no overflow.

Edit: As a personal note, I can foresee the new overflow rules just causing all sort of issues with instant yelds from founders or policies and I'd like to see it removed, because it leads to more micromenagement for the player with no real benefit in game. If the goal was to stop SH investment tricks you could limit overflow between buildings and wonders if that's possible, everything else was fine.

I assume you're now encouraged to swap production in capital if you're near completion of a building and are spreading with Council of Elders, dance your missionaries around waiting for the city to grow before spreading with Apostolic Tradition... AI won't understand it.

Indeed. I'm currently monitoring the effect. If we collectively find it to be too far of a swing towards micro (versus exploitable imbalance) I'll revert the change.

I am not again the current overflow cap, but under the condition of the rework of every effect giving a huge instant bonus to prod. For example, the bonus of way of transcendence could be shared among all your cities instead of just the holy city, or just removed (and another bonus added instead). It is just not fun at all to lose the bunch of hammer from this belief just because you forget about the change of era (or it arrives by "surprise" due to some random yields or tech trading out of your turn).

That's a lot more work on my end for the fringe balancing benefit of removing overflow cheese. If it comes to that, I'll cut the cheese (pun definitely intended).

so, some construction project quest with high prod. reward by cs are now supposed just for wonder building i guess. i think i will skip this one and wait for another.

I think the investment change (i.e no overinvestment) together with the already existing rule of "an prod overflow has to be used the following turn, and cannot chain from turn to turns" is sufficient.
(not sure if that rule was intended, but in the precious versions, I was not able to stack overflow by continuously building units that make less than 1 turn to build)

Note that if it is easily possible (it is probably not), I would change the investment rule into "if you invest on a building over 50%, it completes the current building with exactly the number of hammer needed". For example, if there is 42% remaining, I could want to invest, paying the full price but losing the '8%'.
 
Yeah I'm finding the overflow removal to be a problem in more than one situation.

Spain UA and Denmark UB
Transcendence, Apostolic, and Council of Elder founders.
Citizen birth yields from religion or buildings (very annoying)
CS construction quests.
Production ancient ruin.
Production/Food events (particularly annoying because of RNG nature)

I would suggest reverting the change and settling on the investment overhaul as a good middle ground. Anything else requires too much micromanagement, timing, and luck.

Examples are ensuring you begin constructing a wonder a turn before you enter a new era with Transcendance or completing a CS quest... or making sure you are not about to finish a building before a citizen is born if you have Cooperation/Aqueducts by using Avoid Growth or switching buildings for a turn.

I haven't checked but if border growth is also affected by this, any culture yields from any source would contribute to this problem.

I most likely won't get a chance to try this patch, but it's my opinion that puppets were already a poor choice due to unhappiness.
 
I'm walking back the overflow stuff - it was a last-minute tweak and it's simply not working out the way I want. The other exploit fixes remain (and should be enough to reign in the cheese).

Also fixes an options bug with max turns that I didn't account for. Whoopsie.
