For the sake of the advancement of all humanity, the Emergents of Providence propose a Galactic Technology Exchange. This will start with the Emergents offering the following:
* Biotech: Medicine, Pathology, Prosthetics, Genetics, Bioconstruction, Biomaterials
* Physics: Energy Sources, Elerium Cells, Elerium Fusion, Warpgates
* Engineering: Robotics, Remote Control Drones, Ship Design
* Computers: Human-Computer Interaction, Interfaces, Instant Messaging, Ship Computers
* Weaponry: Slugs, Lasers, Burst Lasers, Missiles, Guided Missiles
* Defenses: Plating, Heavy Plating
Anyone who contributes to the Galactic Technology Exchange will be given all technologies in the GTA, and the next three that are added. (The second clause is to prevent people throwing one tech and mooching forever, and is subject to tweaking.)
I had intended to throw several more of my technologies into the pool, but Symphony D looks like he's trying to declare a retroactive NDA at the time I send this, and Disenfrancised is trying to claim that this won't count as a trade since he has a cartel agreement with me. So the initial offering is a bit poor, but I'm sure we can all improve it. We could also vote to ignore Symphony's attempted declaration of an NDA.
This is the Emergents of Providence acting in their current role as benevolent superpower, trying to gather a consensus for the good of humanity, improving their own lot by the improvement of everyone else's lot, following the wise words of the 21st and 22nd century philosopher

If any number of parties can create a resources which diminishes less-than-proportionally as it is shared, then it is more profitable for each person to work for everyone else, and to have everyone else in turn working for him, than it is for each person to work for himself.
Money diminishes proportionally. If I have ten coins and give you 10/2=5 coins, I have 5 coins left. 5/10 = 1/2.
Knowledge does not. If I know ten ways of planting crops in a field, and I tell you 10/2=5 ways of planting crops in a field, I still have ten ways of planting crops in a field. 10/10 = 1/1.

3. so far Nekomi, Ascendancy of Guangdong, Autarchy of Huris, and Furians have signed into this, in addition to the Emergents who proposed it, which means this isn't a proposal any more, it's about to become reality and you should get onto it. (However, USC and NAM have partially opposed it, so you may cast your lot with them.)
After much deliberation, the Confederation of Kalia must reject your offer on moral and political grounds.
First and foremost, I understand there are many technicalities regarding NDAs, which the Confederacy considers legitimate. Any breach of such agreements would be a betrayal of trust, and The Confederation will not willingly soil it's reputation.
Furthermore, it is not a wise political move for Kalia, or any state weaker than that of Providence. We would, as has been stated by others, become no more than vassals. You would have the production capabilities and technological opportunities to pursue advanced technologies while the rest of us struggle along and lag behind.
Also, we wish to stay on good terms with our trusted neighbors. Any acceptance of your proposal would be a betrayal of the trust of Norsk Automated Mining, who we thus far have been on good terms with and would like to stay that way. We value our neighbors, and we value being fair and just to them. Therefore, we must support them (though we are not obligated to do so) and reject your proposal.
Were we all one nation, this truly would be for the good of humanity. However, politics and different agendas will undoubtedly tear this galaxy apart.
For the good of humanity, The Confederation of Kalia rejects your proposal, and shall condemn it publicly if necessary.
