Not like it's worth much, but I would have opposed this whole GTE even if I had to see Kalia burned to ashes around me. I refuse to be a vassal state in any sense. If I cannot overcome my late-start through other means, then so be it.

I had intended to throw several more of my technologies into the pool, but Symphony D looks like he's trying to declare a retroactive NDA at the time I send this, and Disenfrancised is trying to claim that this won't count as a trade since he has a cartel agreement with me. So the initial offering is a bit poor, but I'm sure we can all improve it. We could also vote to ignore Symphony's attempted declaration of an NDA.

This is the Emergents of Providence acting in their current role as benevolent superpower, trying to gather a consensus for the good of humanity, improving their own lot by the improvement of everyone else's lot, following the wise words of the 21st and 22nd century philosopher el Machinae -
If any number of parties can create a resources which diminishes less-than-proportionally as it is shared, then it is more profitable for each person to work for everyone else, and to have everyone else in turn working for him, than it is for each person to work for himself.

Money diminishes proportionally. If I have ten coins and give you 10/2=5 coins, I have 5 coins left. 5/10 = 1/2.
Knowledge does not. If I know ten ways of planting crops in a field, and I tell you 10/2=5 ways of planting crops in a field, I still have ten ways of planting crops in a field. 10/10 = 1/1.

3. so far Nekomi, Ascendancy of Guangdong, Autarchy of Huris, and Furians have signed into this, in addition to the Emergents who proposed it, which means this isn't a proposal any more, it's about to become reality and you should get onto it. (However, USC and NAM have partially opposed it, so you may cast your lot with them.)

After much deliberation, the Confederation of Kalia must reject your offer on moral and political grounds.

First and foremost, I understand there are many technicalities regarding NDAs, which the Confederacy considers legitimate. Any breach of such agreements would be a betrayal of trust, and The Confederation will not willingly soil it's reputation.

Furthermore, it is not a wise political move for Kalia, or any state weaker than that of Providence. We would, as has been stated by others, become no more than vassals. You would have the production capabilities and technological opportunities to pursue advanced technologies while the rest of us struggle along and lag behind.

Also, we wish to stay on good terms with our trusted neighbors. Any acceptance of your proposal would be a betrayal of the trust of Norsk Automated Mining, who we thus far have been on good terms with and would like to stay that way. We value our neighbors, and we value being fair and just to them. Therefore, we must support them (though we are not obligated to do so) and reject your proposal.

Were we all one nation, this truly would be for the good of humanity. However, politics and different agendas will undoubtedly tear this galaxy apart.

His Imperial Majesty has vetoed the original acceptance into the GTE. The Ascendancy will not participate in something such as the GTE.

The U.S.C. wishes to announce its formal petition to join the Galactic Technology Exchange for the betterment of humanity on the following two conditions:

1.) The former Shuurai Heavy Industries technology retailed to the Democratic Autarchy of Huris, which composes the entirety of their offering:

Physics: Warpgate Resonance
Weaponry: Railguns, Hand Lasers
Defenses: Shields

Is withdrawn, and the intellectual property rights of Shuurai Heavy Industries and its proprietary technology is respected, as are all rights of other entities claiming NDA agreements for technology.

2.) The U.S.C., having obtained the permission of Shuurai Heavy Industries to do so, submits Warpgate Resonance on behalf of the Democratic Autarchy of Huris to ensure its entry, and submits its own technology of Deflector Shields for its own entry. The submission of Deflector Shields is given in lieu of other available options, most notable Artificial Intelligence, as that technology was purchased from the Emergents and it is assumed that they have elected to withhold the right to its distribution unless stated otherwise.

The U.S.C. has seen fit to clarify its positions on technology. It is as follows.

- All Shuurai Heavy Industries proprietary technology, excepting Tier-1 class technologies and the technology of Warpgate Resonance, is considered to be under NDA except through contract by Shuurai Heavy Industries.
- Warpgate Resonance and all Tier-1 class technologies are considered by Shuurai Heavy Industries to be licensed for distribution after sale and of being resold at will.
- Shuurai Heavy Industries, under legal protection of the U.S.C., reserves all right to its remaining technologies, and will attempt to exact payment for any transgression of its rights to the full extend prosecutable under law.
- The U.S.C. reserves the right to determine the status of technologies it develops on a case-by-case basis. Thusfar, Deflector Shields are considered to be licsensed for distribution after sale and of being resold at will.

Any further necessary clarifications on the position of the U.S.C. will be addressed as necessary.

But really, seeing how the reasons you gave as to why you would not join seem to have been resolved, there's no reason not to change your decision if you want to, or?

I will openly admit that I am worried about the GTE and what consequences it will have on the gameplay, purely OOC. But as I see no way to stop it without going places I don't want to go, I see as the current best way simply to let it move onwards. If my fears come true, I'll deal with that when it comes to that. Now I'll just keep hoping that TerrisH's crystal ball is correctly tuned.

Alright, enough of this, move along and keep on playing the great game we have and stop giving me headaches like this.

Also long as intellectual sovereingity is respected we are willing to enter the GTE, we offer the techs of [AI] and [Orbital Facilites] to the pool. We extend an open offer to Kalia to use the 'credit' (since we are putting in 70 worth of tech) to sponser their entry into the GTE.
 
I'm not too worried. Hurdled meatbags are only more vulnerable to splash damage weapons. ;)
