Can we redeploy air forces from point to point within the country and then use them the same turn?

So I have a question, why are the Mexicans only getting 13 income when it should be closer to 25. Is it because the USA still exists and the cities count as "disputed"?
 
Air forces can be destroyed if a land unit overruns them.

USA is still disputed until it's conquest or annexation of land via treaty
 
Would I need to take every American city, or just the mainland cities? As in, if Anchorage or Honolulu are still holding out, are all the other cities still useless?
 
If they are controlled by the USA he is still in the game and your mainland holdings are still contested, giving you no income. A peace agreement where he turns the lands to you does give you the city income though
 
Akatoshi Hotaru: A portrait of revolution and leadership

On March 23rd, General Akatoshi Hotaru, at the head of 2nd Imperial Army, stormed the premises of Shogun Kuniaki Aizawa and the Imperial Palace and placed all the key members of the Imperial Government under arrest. Safely in her custody, Akatoshi then took the opportunity to announce the new regime.

This did not come completely without preparation. Over the past few years, since the proclamation of the New Empire - an unpopular move in many parts of urban Japan, especially in the cosmopolitan Tokyo - Akatoshi has been reaching out to key members of industry and elements in the new imperial navy and air force. With the slog that the Philippines war was proving to be, and the unmitigated excesses of the new regime, Akatoshi appealed to their sense of honor and pride in what made Japan truly great. She argued it was not samurais charging blindly to their doom that made Japan a superpower, it was her industry and her willingness to embrace that which was strange and new. In a few short decades every time, Japan had made itself a power to be reckoned with. Now, in the new world, the chance for Japan to be a true superpower could not be ignored. Her arguments were persuasive, but her methods moreso: she had an army at her back, and needed only point to the Philippines to show that the Shogun didn’t know what he was doing.

General Akatoshi was not always a military sort. Born Kaname Hotaru in western Tokyo, her father and mother were both engineers for Ishikawajimaharima Heavy Industries, building and designing jet engines. When the cataclysm struck and the Japanese government collapsed in the wake of food shortages and riots throughout central Tokyo, her once peaceful and idyllic home village of Haijima suddenly found itself threatened by brigands. Hotaru quit school, as did many in her generation, and joined up with a local militia group that quickly became her hometown’s unofficial security force.

Hotaru demonstrated an aptitude for combat and military strategy, and successfully started leading expeditions to rat out bandit groups around the Haijima. But if bandits were one problem, the fate of greater Japan was another. Rumors had spread of larger bands and alliances forming across the islands: the Kyushu Collective and the Osaka Merchants’ Club were just two of them. Closer to home, a nearby rival enclave, known as Clan Akishima, was run by a madman who dreamed of conquering the entire western Tokyo area, and spoke openly to this end. He ravaged Seibu and the areas around Akishima, pressing thousands into service under his banner.

Haijima was next, and it was not a question of if, but when the Akishima Madman would strike. Hotaru had become the de facto leader of the Haijima security force at this point, and she declared the time for decisive action had come. Although she was a woman, she had earned the respect of her peers from the way she dealt with foes - and, no doubt, a generation raised on Kill-La-Kill could little doubt the novelty of a true-to-life Kiryuin Satsuki.

Hotaru’s plan was simple: a surprise attack on Clan Akishima, by cover of night, using the old subways. Since her own force was smaller than Clan Akishima’s by an order of nearly a hundred, there was no question that absolutely no one would expect it. Hotaru’s forces appeared in Akishima suddenly in the middle of the night, and surprised and killed the madman and many of his key lieutenants. The others, many of whom served only out of fear, did not exact instant retribution upon Hotaru. Instead, impressed by the ability she demonstrated by dispatching the Akishima Madman, they offered an alliance. Thus was the West Tokyo Security Force formed, and the fierceness and brutality of her sudden attack on and destruction of Clan Akishima earned her a new nick-name, which she took as her own: “Akatoshi,” or “red city.”

The next few years were slow and long. The West Tokyo Security Force ironically realized the Akishima Madman’s dream, and soon became the largest faction in eastern Japan. Eventually, feelers came out from the strongest faction of them all, based in Kyoto: the Kuniaki Faction. Realizing that order had been restored to most of Japan, and that only a few small enclaves of disorder remained, the Kuniaki Aizawa proposed to the West Tokyo Security Force, the Osaka Merchants’ Club, and the Kyushu Collective an act of union. Together, they made a formidable alliance, and Akatoshi believed that this confluence of forces would herald a new Japan unlike any the world had seen before.

She was wrong, and to her dismay, once 99% of Japan was reunified, Kuniaki Aizawa took the opportunity to declare a new shogunate. The emperor, although technically the heir of the Imperial Family, was young and little more than a tool to legitimize Kuniaki's claims. For a time, it seemed that the same old Japan would be just that - the same old Japan.

Part of Akatoshi's rejection of the old order involves the promulgating of the new. This technicist school of thought, or gijutsu-shugi, merges parts of Marxist-Leninist theory, industrial democracy, and futurism. Listing Josef Stalin and Park Cung-Hee as her major inspirations, Akatoshi plans to lead Japan into the future herself with strong leadership uncompromised by corruption and ideological impurities.

The Technicist Party (Gijutsu shugi-to), of which Akatoshi is permanent chair, is Akatoshi's political orbit with the exclusive responsibility of governing the nation. All commissioned officers of the army are required to be Technicist Party members in order to hold or gain their commissions, and only commissioned officers are permitted to hold top-level government positions. The Technicist Party and the Directorate Defense Force are egalitarian organisations that promote meritocracy and are nominally tolerant of all genders and sexual identities, although formalized religion and religious observation is strictly forbidden.

Already, many of these radical policies and notions have put Akatoshi and her allies at odds with various regressive forces across Japan, and the partial autonomy of the Osaka Merchants' Club and Kyushu Collective are kept in balance against policies promoting strong industry and collective ownership. The notion behind the Tsusho-sangyo-sho (Ministry of International Trade and Industry), one of the most powerful organizations in the old Japanese government, has been partially revived in the Agency of Advancement, Technology, & Development (AATD; Shinpo-gijutsu-kaihatsu-sho), one of the largest new branches of the government, with partial autonomy as a sub-organization of the Technicist Party.

All in all, big changes are in store for Japan, and although Japan has never been a stranger to change in times of need, it always has kept a part of its character intact. Whether or not Akatoshi is a demagogue mad-woman driving Japan down the course towards irreversible destruction, or a brave visionary boldly guiding Japan to a future of which it is in dire need, only time will tell. For now, the power is in the hands of the Technicists. What a bunch of nerds.
 
Russia is stronk and totally not on the edge of defeat, but will give up kaliningrad and belarus if euro scumbags will stay out of sovereign russian territories.

Just so you're all aware, we are approaching that 24 hour warning for the 2% stability bonus. I definitely have been happy about the number of orders so far, but if you feel the pushed back deadline is adversely affecting your order quality, please let me know.
