Italy would like to request that no one negotiate or accept aid from the Sicilians. As a region in rebellion against the Italian government, to do so would be to insult the sovereignty of the newly-formed Italian state.

Although we do agree an area of rebellion is indeed an insult to the sovereignty to the government, it is a bigger insult that a nation cannot quell its own rebellions. Plus, we do need to band together against Japan. Therefore, it would be wise to sever relations with Sicily after this war.

Sicily is not a nation, and any ambitions it may have will vanish by the end of the year. There are no relations to sever with it, for we do not recognize it as a nation.

Sicily is just an area in rebellion, Sicily has a illegimate government in place and we encourage other nations especially our allies to take our point of view.

Almost impossible with this ruleset, given how difficult it is to gain economy levels without invading other nations.
 
No, it just takes a while, only 2 turns if that is what you focus on :p
 
Look at how many turns it takes to pay off though! After I've invested 14 points into upgrading my economy, it will take me 14 turns to just break even- that's practically the lifespan of the average good NES.
 
Maybe that's why there's so much war. How about you just make it to "pay 17 IC to raise 17 to 18." Obviously, it'll be better cuz most nations can't use 100% of their IC solely on economy because they have to research and get military.
 
I think that dldnjstjr's analysis is right on. One of the reasons that you're getting so much war is that the only practical way to improve economy is to invade your neighbours and expand your territory in any way possible.
