It would cost us $60 billion a year. But if anything, we could either just raise taxes (OH GOD THE HORROR), or cut our military budget slightly (OH GOD THE HORROR).

And it's not the whole time; it'd only be the first 2 years of community college, and it won't be going to everyone; only those who maintain at least a 2.5 GPA.
