I just played my first OCC with Gandhi. Admittedly I cheated by putting in some resources with the world builder because I didn't want to lower the level (noble). It seems to me that health and strategic resources are the big limiters because once you get the globe theatre happiness is not an issue. I was trying for a space race but with about 50 turns left I realized there wasn't time left to research the needed techs. I was fourth in score out of seven and had the tech lead so I bribed civs 2 and 3 to go to war as I attacked the leading civ. I managed to pull ahead in score with 7 turns left and scraped out a win. If I hadn't cheated in the resources there is no way I would have won. How the heck do you win an OCC without resources? I mean you need health resources as well as Iron, oil, horse etc. Let alone stone/marble/copper for wonders. What do you do when the enemy has Cavalry and all you can make is bowmen for example?? If you're lucky maybe you get 5 or 6 resources total inside your cultural boundaries, and you can trade away the happiness resourses (unless they give you health through a building) for one or two resources you need but I can't see how you can really be competitive with so little resources. Also the score should take into account that it is a OCC...I had a VERY low score. I guess the real question is how the heck do you win with such limited resources? Also I had TONS of gold with nothing to use it on. Research was at 100% almost the whole game and I still ended up with 25k gold (I did a lot of pillaging).
 
You arent gonna be attacking anyone so archers, longbows, rifles, infantry, marines and mech infantry (all resourceless) will suffice as defenders. Sure you may get pillaged but if your ok at diplomacy then maybe no one will attack you at all.
As for health issues - build the national park.

National Park? Must be a warlords thing. I'm vanilla Civ IV. Thanks for the reply though.
 
Actually it's in BtS ^^ It comes with Biology, and eliminates all population-generated pollution in the city it's built in. It also removes access to Coal, and adds +1 free specialist per Forest Preserve (a Forest- and Jungle-only improvement that adds +1 happy face, +1 commerce if next to a river, +2 commerce if using Environmentalism, and increases the chance of the terrain spreading).
 
Money can't buy happiness, but it can buy power. Use it to buy buildings, wonders, units, anything that can help you.
 
He could also use the culture slider...

He can't afford to, he needs to devote everything that he has to research. The problem is that he's making too much money, and needs to find a use for that money.

I'd turn the money into research in the following method:

1) Reroute production to research
2) When you need something built, give it one turn to start building
3) Buy the production via Universal Suffrage
4) Go back to research

If you still have too much money... well, you've done all you can.

If you don't have enough money to do this consistently, congratulations! You no longer have too much money and at least you've managed to turn it into research a bit.
 
Well I ran a specialist economy early on and had settled a bunch of prophets and engineers because I was trying for a space victory and I wanted to build the parts really fast. As a result I was building all units in one turn and had all the buildings I needed so there was nothing to use the money on at that point (I had rushed some buildings earlier under universal sufferage and had put my city on research when not building something). I was at 100% research almost the whole entire game. And again happiness wasn't an issue due to the globe theatre. Health and strategic resources were the problems, and no one had anything to trade me except Ivory. (guess they traded them among themselves). I don't see how you can win with one city and no Iron, copper, oil, horses, stone etc. and only 1 or 2 health resourses limiting your size to about a dozen citizens. The 'hit' wonders mentioned by uberfish come too late in the game. By that time everything was already traded away by the other civs. I guess you gotta be a pansy and give in to all demands and try for a diplo win which I probably should have done seeing as how I founded all the religions and was ahead on tech the whole game.
 
I can't answer, never tried a OCC, only 3CC and that being cultural vics on noble usually quick speed too.
