A city's corruption is based on it's distance to the Palace (or Forbidden Palace) and the number of cities that are closer to the Palace/FP than it is. Past the Optimal City Number cities experience drastically increased corruption. OCN is 14 on a small map such as ours.

You can decrease corruption by connecting a city to the capitol, by building a courthouse and later a police station, and by building the Forbidden Palace (which doubles the OCN and counts as a second Palace when calculating corruption).

Government types also affect corruption. Republic is the second least corrupt government after Democracy.

We Love the 'King' Day reduces waste (lost shields) but not corruption (lost commerce). WLTKD occurs when a city is at least size 6, has no unhappy citizens, and has at least as many happy citizens as content citizens.

Except WLTKD the aforementioned methods of reducing corruption apply to both corruption and waste.

Unit upkeep is 1 gold per unit per turn regardless of the type of unit. Some government types allow some freely supported units per city. Despotism gives 4 free units per town of any size. Monarchy and Communism give 2 free per town, 4 free per city, and 8 free per metropolis. Republic and Democracy support no free units.

Pre-turn
Changed Sidon from spear to barracks. I'd rather get vet spears and Sidon can build a barracks from scratch in 10. Changed Boston from Immortals to barracks, a single immortal will take them 2/3 the time to build a barracks. Pasagardae has a barracks and I don't usually worry to much about ancient age wonders, so I switch it from Great Library to temple since it will finish quickly and then Pasa can make troops. I established embassies to check on wonder production and we can't compete for the pyramids or the great library. Persepolis changed to Colossus. Changed Washington from Temple to Barracks.

The Iroquois have a weak military (according to military advisor) but they are somewhat large. I unfortify our 2 stacks of 7 immortals each and start moving on the Iroquois, declaring war before entering their territory.

I'd love to get the FP going but with our territory covered in jungle (but slowly clearing) we could really use a Leader to rush it.

Washington barracks->courthouse, 2 workers start chopping forests to speed it along. I had 2 settlers building last time but we have only founded 1 new city and we have no settlers. Did one get killed or something? I'll fill that empty coastal area soon as a city frees up, most of the nearby cities would waste shields if switched to settler. 1 Immortal dies taking Grand River. Grand River misses the third and final chokepoint sealing our initial landmass by 1 tile. Abandon Grand River. Hopefully we can get a settler out of Salamanca quickly and re-settle on the chokepoint.

Mau Chunk was built on a hill, costing us 2 immortals to take it, size 1 autoraze, captured a worker.

Synopsis
I checked on the Iroquois; they have nothing to offer for peace. We should fill out our main land with settlers (see dotmap below) and continue to grind the Iroquois into the ground.

Fortresses are great when you plan to have a defensive force hang out on a tile for the rest of the game. Building a fortress right next to a city would be good if you're blocking a 2 tile chokepoint. Building a fortress right next to a city in the open has no value except to the enemy.

Change Suz Tzu's to Sistine, now that we have the tech for it. Changed Immortal production to horse. I'm going to research chivalry next so we will be able to upgrade those horse to knights and later cavalry.

Mass upgrade spears. 16 of 28 were in towns with barracks. We could try to hold off on further upgrades until Leo's is built, but whatever works best. Ghulaman founded. Our sub-continent is fully settled.

Babylon is about twice the size of the Aztecs. I think we should crush Babylon before the Aztecs. Chivalry in 2, turned down science to the min to still get Chivalry in 2.

I'm going to stop on my ninth turn since it's a nice round year. We have a good number of horse built and are building more. Leo's is being built. Once that finishes upgrade everyone. Finish improving our capitol since it can work more tiles than are improved.
