Pagan temples : the AI almost never builds them.
This makes the pagan URV really hard (if not outright impossible) for most relevant civs. The only ones I can see pulling it off are Greece, Rome, Carthage, Polynesia and China (I already won four out of those five).
The biggest amount of pagan temples I've seen built by all other civs combined is 3 (in my China game). Usually it's just 1 or more often 0 (and I'm talking before relgions get founded and screw everything up).
What's your observed record ?
Might there be a way to make pagan temples more attractive to the AI ? I'm pretty sure the AI considers pagan temple to be a strictly worse version of monument (and rightly so, imo). Otherwise the first win condition should perhaps be customized for different civs, just as the second was. Or we can just accept that this URV is impossible for most civs.
