Actually, this is not a deadline, nor was there ever a deadline. We will release the patch when we are ready to do so.

We are happy to give you time estimates based on the current situation, but situations change. We can keep totally silent, if you prefer.

Why the next patch is not simply 3.04?
It looks as if we only see the top of a huge iceberg and there is a tremedous amount of work behind for reaching any number, with many "do-it-again" steps. It must be exhausting to work on software development...

I do not know how software versions are made and I am just curious about it: if any insider can tell me, a 50 years old man won't have then to ask his nephews how it works and will look a bit more modern next time he discusses with them...

I don't work for Firaxis, but I am a software developer so can give a bit of insight here. Typically, if we are releasing a new software build to our customer it may have a number of fixes or additional functionality. This might impact several different areas which different people are responsible for. So developer 1 might take build 1.1 & modify it. He would then test it & once working he could label that software including his changes as 1.11. Developer 2 is also modifying 1.1. He would then have to merge and integrate his changes into 1.11 which might then be labelled 1.12 once stable. Eventually, when everything is ready for release, the whole lot might be labelled 1.2 & handed to the customer.
Obviously different firms do things slightly differently. You tend to use a software configuration tool to control your code base, merging & labelling etc. such as CVS or Clearcase.
Often a single bug report may require a solution that involves changes to several different subsystems involving several people & multiple merges.
Basically then, the build version doesn't mean that several patches have been rejected, probably more to do with keeping stable builds with more & more changes until release.

If before I was not willing to complain much about patch released or not "on time", with all your clear explanations I understand that it seems to be always a (painful) cascading process, and you need to have a good coordination for this, with a very peacefull and quiet environment for working well ...
Now, if you put in paralel your explanations and the (former) long list of changes set out by Alexman, I think I will make nightmares tonight thinking that I am (long ago) a freshman who decides to go for a software developing career...

Except that the original post includes a poll as to whether the patch was worth waiting for, and wording that implied that the patch would be forthcoming quite soon. So whether you like the messages about the release date or not, they are most certainly on topic.

because the original starting post has been edited by Firaxis, and the old list removed/replaced by dots.
It was not an official post, only a kind gesture from Alexman.
He decided to remove the post this week end.
It can be because the list is changing and a final list is in preparation, or perhaps Firaxis just thought it was prematurate to give a list before official release.
No needs to complain about it. If Alexman had said nothing, we would have then no complain to do (asking "when" is not a complain).

Cristo Redentor allows 1 turn between civics changes, not zero turns.
Attack Sub: 30 strength, 7 moves, 180 cost
Destroyers also upgrade to Missile Cruisers

Reduced inflation and better normalized it with game speed
Inflation no longer increases after the game time limit has been reached
Adjusted corporation maintenance for inflation

Why does a thread titled "Patch v3.13 change list" not contain a change list for Patch v3.13? What the fudge?!

You can find the original change list from post #803.

I've been thinking that if Firaxis still programming the patch, are they going to fix bugs reported by members of civfanatics after the original change list came out, or just those bugs they've after that recognized themselves?

Edit: jprc was a little faster, but my question still remains.

Hm, I haven't seen anything about this in the patch log, so I guess it remains unchanged?

Which reminds me that I don't really know whether State Property does pay colony maintenance at the moment (since I play on rather crowded maps, I didn't have colonies so far). So ... does it?

In one game, Gandhi offered to become my vassal, and after I accepted, the adviser kept telling me that some of my oldest cities (with solid culture and wide borders against India) were "rightfully demanding to join India". Has this bug been fixed too?
