Permanent Alliances

I've read around on the forums and I've found that others have had these mythical alliances with AI.

My problem is that I have never seen the option listed. Is it only available in custom games/multiplayer? I only really play standard games.

"I never see the option listed" also applies to having all techs up to around Future Tech 5.

You have to enable it in custom games. Even then it's tough to get the AI to agree. I spent ages buttering up the Egyptians, only to be told "we haven't shared a war or defensive pact long enough." 40 turns of defensive pact (scrupulously avoiding pact-ending wars) later, they say "You've grown too strong for us." Apparently they didn't feel like being on the winning side (major AI flaw -- any human in their position would jump at the chance to link up with the top dog and share the spoils of victory).

The AIs in civ-4 are just hostile towards human player. That is the way they increase the difficulty of the game? I think so but i just hate it.

You have to research Fascism/Communism in addition to enabling it.
