Pawelograd is to become a monster eco/science city.
Therefore, build queue is :
Courthouse, FP, Library, University, Market, Bank, Grocer ( when latter are available of course

)

Only one improvement is required - cottage the plain on the dark pink tile.
Tiles to be worked (in this order):
Three sugar(or is it silk?) - two mines - a mix between river cottages and two grassland cottages - workshops - all other cottages
The city should grow without GP up to 20 and be left to generate very high beakers/commerce. Academy required later on, candidate for Oxford

Btw, please do not put any specialist in this city, not yet at least.
Later on, when all eco builds are done, cottage the workshops.

Yekaterina is more complicated. No real specialization, can support the army sending some troops when necessary or religion if no new troops required.
Builds are :
Forge - Theatre -
1) army path : Stable - Cuirass ( if available )
2) religious path : Confu Monastery - Missionaries

As for the improvements:
Farm two grasslands to the south - we need food. Chop/farm the red one first.
After pic edit thought - please watermill the cottage 1E to the city.
Chop/farm the plain grassland next (another red spot).
Chop/mine the light blue grassland hill.
Set all green plains to workshops.
Preserve the dark blue forest.
It will grow to 18 without specialists.
We may turn it to max specialist use by using only farm tiles.
I would work farms first to let it grow (of course using the horses tile too), that the mine, then the watermill, then all the workshops.
